Description
The USGS has a requirement for a sole source firm-fixed price contract with the Kratos/RT-Logic for two (2) Avtec High Data Rate Modem (HDRM) Programmable Demodulators for development and spacecraft (S/C) compatibility testing for the Landsat 9 project and are required to be the same make and model as the existing operational units currently in operations in Landsat ground network (LGN) stations. Delivery will be 30 days from Date of Award. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Kratos/RT-Logic, unless it is contacted by any who believes they have obtained similar technical expertise and can provide the same product. Vendors are invited to contact the Contract Specialist, Andres Castro via email at acastro@usgs.gov no later than 10:00 AM EDT, Wednesday, April 18, 2018 with an affirmative answer. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained. This procurement is for procurement of two additional demods to be used for development and compatibility testing for Landsat 9. This make and model of demod is currently in operation at Landsat ground network (LGN) stations for Landsat 8 operations, and these operational units are planned for use with Landsat 9 once it is launched. Identical units are required to provide offline development and compatibility test environments for Landsat 9 development activities since the operational units are in use for Landsat 8 data reception and processing. Use of a different make or model would not be compatible with the existing network of demodulators, and would be unable to demonstrate compatibility of the operational units with the Landsat 9 spacecraft. Use of different units for development testing would result in discrepancies between the test and operational environments. These discrepancies would require additional analysis to demonstrate different hardware is a suitable in the current operational system. This would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition for this requirement.
