- Access to Care PWS Sources Sought for Access to Care This is a performance based, non-personal, advisory and assistance services requirement to provide analysis and consulting support, training support, and project management support for the ATC program. The ATC program consist of evaluating patient-centric services within the Military Healthcare System (MHS) such as appointments, tracking referral management, appointment information systems, call center and customer service, and policy development to support the AFMS. The Contractor shall evaluate patient's ATC in the ATC program as it pertains to capabilities and requirements at all AF military treatment facilities (MTFs), based on performance, leadership intent or requests. The Contractor shall recommend changes to procedures to improve the quality of patients' ATC to care through seminars, trainings and formal briefings. The Contractor shall be familiar with and gain continued knowledge of MHS GENESIS ATC to care capabilities and advise users on its use to effectively provide AF MTF users guidance. The Government will neither supervise Contractor personnel nor control the method by which the Contractor performs the required tasks. Under no circumstances will the Government assign tasks to, or prepare work schedules for Contractor personnel. It shall be the responsibility of the Contractor to manage its personnel and to guard against any actions that are personal services, or give the perception of personal services. If the Contractor feels any actions constitute, or are perceived to constitute personal services, notify the Contracting Officer immediately. These services shall not be used to perform work of a policy/decision making or management nature, i.e., inherently Governmental functions. All decisions relative to programs supported by the Contractor shall be the sole responsibility of the Government.
