- Page 3 of 3 THIS IS A REQUEST FOR INFORMATION (SOURCES SOUGHT) ONLY!!! The Central Texas Veterans Health Care System (CTVHCS)- Temple TX, and South Texas Veterans Health Care System (STVHCS) is looking for contractors that are Small Businesses (SDVOSB, VOSB, 8a, WOSB, etc.) and have the capability to provide Biohazardous Waste and Sharps Removal, Transport and Disposal Services for BOTH the Central Texas and South Texas Facilities under one contract. There is a possibility that more than one contract could be awarded from the Solicitation. Which could result in an awarded contractor for Central Texas and one for South Texas. CTVHCS and STVHCS both have a requirement for a five-year contract for the specified requirement with an estimated performance start date of 9/1/18. Here s a brief Scope of Work anticipated: Central TX Facilities SOW RMW services will be provided for all the facilities within Veterans Health Administration located within or associated with CTVHS. CTVHS reserves the right to add or subtract service locations based on the need of service. Contractor shall furnish all necessary transportation, labor, supervision, supplies, and equipment to pick-up and dispose of regulated medical waste that includes sharps (hypodermic needles/syringe with attached needles, scalpel blades, razor blades and disposable razors, Pasteur pipettes, broken glass from laboratories, extracted teeth), blood (liquid or semi liquid, contaminated items that would release blood in a liquid or semi liquid state if compressed, items caked in dried blood and are capable of releasing these materials during handling), pathological waste ( include but not limited to human materials removed during surgery, autopsy, or biopsy, including body parts, tissues, organs, and bulk blood and body fluids, laboratory specimens of blood and tissue after completion of laboratory examination, anatomical remains, research animals, antineoplastic and chemotherapeutic waste, microbiological (cultures, discarded live and attenuated vaccines, disposable culture dishes, disposable devices used to transfer, inoculate, and mix cultures), and research carcasses. Contractor shall furnish all storage and all packing and shipping containers. Contractor will maintain an adequate number of packing and shipping containers. Contractor is responsible for the repair or maintenance of storage containers such as trailer or special equipment needed to protect regulated waste. These packing and shipping containers are used for transporting the medical waste to an EPA approved disposal site, for proper destruction. All packing and shipping containers, bags, and boxes shall be provided by contractor and shall meet or exceed current Texas DOT (TXDOT) regulations and standards. Contractor shall provide refrigerated storage trailer for regulated waste for the Temple Hospital location. Containers used at the CTVHS will be the regular cardboard and plastic type containers. An EPA approved manifest shall be provided to each location when medical wastes are picked up by the Contractor. South TX Facilities SOW The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform Regulated Medical Waste Removal, Sharps Container Treatment/Recycling, and Final Disposal for the South Texas Veterans Health Care System (STVHCS). System and/or equipment procedures designed by the Contractor shall ensure separation and preparation of waste streams for removal through final disposal. The Contractor shall provide a contingency plan for the disposal of medical waste. Provide recommendations and solutions to ensure the facilities develop onsite treatment of Medical Waste Disposal, Sharps Disposal, Used Needle Disposal, Bio-hazard Disposal, Regulated Waste Disposal, Bio-hazard cleanup infectious waste disposal for Catastrophic Disaster (Pandemic Influenza Plan, Fire, Flood or terrorism). The Contractor s method shall also encourage recycling to the greatest extent possible. Any reduction in the volume of waste disposed and/or an increase in items recycled are encouraged. The Contractor shall provide a full-service sharps management program to include the recycling of sharps containers. The Contractor shall be solely responsible to ensure the using area/rooms have satisfactory capacity for disposal of sharps between servicing and adequate supply of sharps containers during each service period. The Contractor shall supply flame retardant reusable sharps containers to meet National Fire Protection Association (NFPA) regulations for patient room installation. The Contractor is responsible for all sharps container inventory levels, ensuring that all required containers are available during each service period. Sharps containers must be checked routinely to ensure they are not allowed to overfill and cause risk of needle-stick injuries. It is recommended, that containers be collected when they are 3/4 full. The Contractor assumes all responsibility for the routine collection, in-house transportation, and for disposal or recycling and final destruction. Contractor shall provide outer cabinets and containers that comply with Federal, state and local regulations regarding labeling. Contractor shall responsible for the cleaning of the cabinets for the sharps containers. All containers and or cabinets will be clearly labeled with the Biohazard symbol and the word BIOHAZARD. Contractor shall provide reusable sharps containers, container outer cabinets, outer cabinet installation, equipment, and proper vehicles as legally required, for the transportation of sharps waste to disposal site(s). Contractor vehicles shall be operated only by licensed operators and only on paved roadways, unless otherwise authorized by the VA Contracting Officer Technical Representative s (COTR s). The Contractor shall provide Type I Medical Waste containers/tubs to include the red liner biohazard bags, appropriate packaging labels, and cardboard boxes. The contractor for the packaging of medical waste for transportation shall provide reusable containers. The Contractor assumes all responsibility for the daily collection, in-house transportation, and for disposal or recycling and final destruction of medical and pharmaceutical waste. The contractor shall ensure storage, pick up, transportation and disposals are performed in accordance with all local, state, and federal laws, regulations and codes.
