- Wage Determination SOW RFP The Department of Homeland Security, Federal Emergency Management Agency (FEMA), Region IX Pacific Area Office (PAO) is issuing this Request for Proposal (RFP) in accordance with FAR Parts 12, 15, and 19 (Acquisition of Commercial Items, Simplified Acquisition Procedures, and Small Business Programs) for janitorial services per the attached statement of work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 dated January 1, 2018. FEMA has determined that this requirement can be set-aside for HUBZone competition per the FAR 19.1305 (b). In order to be considered for award you must be a HUBZone. The place of performance for this requirement is: FEMA Pacific Area Office, located at 546 Bonney Loop, building 520, Fort Shafter, Hawaii 96858. Please see the attached SOW and RFP for additional information and applicable provisions and clauses. Questions: Prior to submission of quotes, vendors are expected to reach a reasonable understanding of the requirements of the solicitation. If such a review establishes the need for correction or clarification, such information should be brought to the attention of the contracting officer immediately to be corrected. All questions regarding this requirement must be submitted electronically to the contracting officer at: andrea.brunsman@fema.dhs.gov. All questions are due (via email ONLY) no later than Friday, April 20, 2018 at 3:00 PM Pacific. Submission: FEMA will only accept responses submitted via email. Technical and Price volumes shall be submitted in two separate attachments. One (1) electronic copy of the Technical Quote and one (1) electronic copy of the Price Quote shall be submitted as two separate files, with the subject "Quote Submitted in Response to 70FBR918R00000005". There shall be no pricing information contained within the Technical volume. Submissions shall be emailed to andrea.brunsman@fema.dhs.gov. Submissions are due NO LATER THAN Friday, April 27, 2018 at 3:00 PM Pacific.
