- *** THIS SOLICITATION NUMBER HAS CHANGED TO W912ER-18-R-0031*** Pre-solicitation Notice: USACE Personal Services to Support the U.S. Army Corps of Engineers - Iraq Solicitation # W912ER-17-R-0017 HAS CHANGED TO W912ER-18-R-0031 R - Professional, administrative, and management support services NAICS Code: 561 - Administrative and Support Services/561320, Temporary Help Services The US Army Corps of Engineers (USACE) requires Iraqi National project and program management, contract administration, project engineering, quality assurance, real estate, and support staff through a firm fixed price, personal services contract for its continued operations in Iraq. This contract will be for Personal Services in exclusive support of USACE missions, to include Foreign Military Sales (FMS) throughout Iraq. USACE employs Iraqi Nationals for technical support staff through an umbrella personal services contract vehicle. Iraq Nationals are able to speak Arabic and interact with the construction Contractors, who are predominantly Iraqi. Iraqi Nationals are able to access project sites more readily with less expense for security. The services to be procured are required for successful mission execution and cannot be acquired by means other than a personal services contract. These staff members are working directly with federal employees in a fluid post-wartime environment. Federal employees must be able to oversee and direct the employees. The types of services provided under the proposed vehicle can only be provided as personal services because the functions provided are so intertwined with government functions as to not be severable. Contract Period of Performance (POP): This contract is for one (1) 1-year base period and four (4) one-year option periods. The solicitation will be available in FEDBIZOPPS. Contracting Procedures: The solicitation will be a Request for Proposal (RFP). The contract resulting from this solicitation will be awarded to the responsive and responsible offeror submitting the lowest price technically acceptable offer. The Request for Proposal will contain complete evaluation criteria. The acquisition will result in a single Requirements Contract award. Offerors must register in the System for Award Management (SAM) at www.SAM.gov prior to submission of proposals. Point of Contact for this pre-solicitation notice is William J.
