Description
Draft Star Sensor System Specification Draft Star Sensor System Statement of Work NASA/Goddard Space Flight Center plans to issue a Request for Proposal (RFP) for a Star Sensor System for the Plankton, Aerosol, Cloud, Ocean Ecosystem (PACE) spacecraft which is targeted to launch in 2022-2023. This mission has a sun-synchronous polar orbit at 676.5 km with an inclination of 98 degrees and a 1 p.m. local ascending node crossing time. The Star Sensor system shall consist of the processing electronics, optical heads with star sensors (2-to-4), optical head baffles for bright object protection, required operational power and signal cabling between processing electronics and optical heads, and test optical EGSE for ground stimulation of star sensors. For more information on technical requirements, please refer to the attached Draft Statement of Work and the Draft Specifications. The NAICS Code and Size Standard are 334511 and 1250 employees, respectively. The anticipated release date of RFP 80GSFC18R0045 is on or about May 25, 2018 with an anticipated proposal due date of on or about July 9, 2018. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All questions must be submitted via email to Elizabeth D. Abraham no later than April 27, 2018. Telephone questions will not be accepted.
