Description
Request for Information (RFI) for Heavy Vehicle Durability Chassis Simulator (HVDCS) Purpose: To obtain market research to inform future requirement and contract efforts for the Heavy Vehicle Durability Chassis Simulator (HVDCS). Summary: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is requesting information on providing technical solutions for all of the requirement discussed below. HVDCS test capability is needed to accelerate wheeled vehicle reliability and durability testing. This capability supports Department of Defense (DoD) directives to integrate modeling and simulation tools into acquisition development and testing. The ultimate goal is to streamline acquisition by accelerating and improving assessments of vehicle system reliability. The project focuses on stressing high risk chassis and powertrain components on heavy, multi-axle wheeled vehicles, but also extends to reliability of all on-board subsystems such as electronics. The HVDCS will augment the U.S. Army Aberdeen Test Center's (ATC's) Vehicle Durability Simulator (VDS) by extending capacity to heavier vehicles ranging from 23,000 to 80,000 pounds (lbs) gross vehicle weight (GVW) with up to five axles. The VDS is currently used for chassis reliability testing of two-axle vehicles lighter than 23,000 lbs. The Chassis Simulator will test vehicle durability and reliability associated with terrain inputs through the vehicle wheels and suspension. In operation the vehicle wheels are removed, and an actuator system would be mounted to each wheel hub. The actuator system would be capable of moving each wheel independently. The HVDCS capabilities should include: • Means to actuate vehicle spindles for accurate replication of force, velocity, acceleration, and displacement data collected from DoD proving ground test courses; • Easy reconfiguration for vehicles that have 2 to 5 axles; • At least 5 degree-of-freedom (DOF) spindle movement; • At least 24 inches of vertical travel at the spindle; • Unrestrained sprung mass during simulation Interested parties should provide a response outlining the concept for overall simulator design, and address the following topics as appropriate: Design Topic A: System Packaging. Mechanical arrangement of spindle actuators to package a four-axle simulator with a target minimum axle spacing of 48-50 inches. Design Topic B: Dynamic Performance. Achievable frequency bandwidth and spindle velocity versus axle weight in each degree of freedom with a maximum 25,000 lb axle weight. Design Topic C: Vertical Spindle Travel. Maximum achievable vertical spindle displacement as constrained by packaging and dynamic performance, including displacement and force limitations on other degrees of freedom associated with the achievable vertical performance. Design Topic D: Required Hydraulic Capacity: Pressure and flow requirements for hydraulic fluid required to operate the simulator. Topic E: Estimated System Cost. Estimated total system cost, including the cost for major components that would compose the simulator, and the anticipated annual maintenance cost of the system. Acquisition Strategy: The Government is considering a range of acquisition strategies, to include conducting this effort as a prototype project via an Other Transaction Agreement through the Training and Readiness Accelerator (TReX), under the authority of 10 U.S. Code 2371b. No final determination has been made and the responses received from this RFI will be used to shape the decision. Request: Interested parties are requested to provide a response outlining possible technical solutions, capabilities, and critical cost and schedule drivers related to the above mentioned topics. The cover page of the response shall include the company name, Commercial and Government Entity (CAGE) Code, address, point of contact including phone number and email address, as well as the small business status. There is no specified format for the response but they shall be limited to no greater than 20 pages and highlight the system design/design topics addressed. Responses: The response shall be due no later than 12:00 PM Eastern Daylight Time (EDT) on 11 May 2018. The responses shall be emailed to Ms. Cathy Jordan, mary.c.jordan46.civ@mail.mil, with a courtesy copy to Ms. Nicole Bui, nicole.t.bui.civ@mail.mil. Disclaimer: This notice does not constitute an invitation for bids or a request for proposal and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this RFI.
