Description
Request for Information (RFI) for Heavy Vehicle Durability Drivetrain Simulator (HVDDS) Purpose: To obtain market research to inform future requirement and contract efforts for the Heavy Vehicle Durability Drivetrain Simulator (HVDDS). Summary: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is requesting information on providing possible technical solutions for all or part of the requirement discussed below. HVDDS test capability is needed to accelerate wheeled vehicle reliability and durability testing. This capability supports Department of Defense (DoD) directives to integrate modeling and simulation tools into acquisition development and testing. The ultimate goal is to streamline acquisition by accelerating and improving assessments of vehicle system reliability. The project focuses on stressing high risk powertrain components on heavy, multi-axle wheeled vehicles. The HVDDS will test entire vehicle powertrains, including the powertrain mounting structures. The powertrain components will rotate under power with transient loading. Emphasis is placed on surfacing potential fatigue failures of drive shafts, mounting provisions, the transfer case, differentials, axle shafts, universal and constant velocity joints, wheel end gearboxes, and wheel hubs. In concept, a vehicle would be driven into the simulator facility, the vehicle would be lifted off the ground, the wheels would be removed, and dynamometer shafts would be coupled to the wheel hubs. With the dynamometer shafts supported by bearings, the vehicle would be lowered until normal wheel vertical forces are achieved. The engine and transmission would be controlled to reproduce field-based driving cycles, while the dynamometer absorbers reproduce field measurements of torque and speed at the wheel hubs. The vehicle suspension would be cyclically raised and lowered to exercise joint angles of universal joints and constant velocity joints. The HVDDS capabilities should include: • Means to apply torque on the vehicle wheel ends to replicate torque data collected from DoD proving ground test courses; • Easy reconfiguration for vehicles that have 2 to 5 axles; • Ability to cycle the vehicle suspension to articulate vehicle half shafts. Interested parties should provide a response outlining the concept for overall simulator design, and address the following topics as appropriate: Design Topic A: System Packaging. Mechanical arrangement of dynamometers to simulator with a target minimum axle spacing of 48-50 inches. Design Topic B: Dynamic Performance. Achievable frequency bandwidth of wheel torque replication of at least 12 cycles per second. Design Topic C: Control Method: A process or methodology for using field torque data and creating a drive file for replay on the simulator. Design Topic D: Suspension Cycling. Method for articulation of the vehicle half shafts during simulation. Topic E: Estimated System Cost. Estimated total system cost, including the cost for major components that would compose the simulator and anticipated annual maintenance costs. Acquisition Strategy: The Government is considering a range of acquisition strategies, to include conducting this effort as a prototype project via an Other Transaction Agreement through theTraining and Readiness Accelerator (TReX), under the authority of 10 U.S. Code 2371b. No final determination has been made and the responses received from this RFI will be used to shape the decision. Request: Interested parties are requested to provide a response outlining possible technical solutions, capabilities, and critical cost/schedule drivers related to the above mentioned topics. The cover page of the response shall include the company name, Commercial and Government Entity (CAGE) Code, address, point of contact including phone number and email address, as well as the small business status. There is no specified format for the response but they shall be limited to no greater than 20 pages and highlight the system design/design topics addressed. Responses: The response shall be due no later than 12:00 PM Eastern Daylight Time (EDT) on 11 May 2018. The responses shall be emailed to Ms. Cathy Jordan, mary.c.jordan46.civ@mail.mil, with a courtesy copy to Ms. Nicole Bui, nicole.t.bui.civ@mail.mil. Disclaimer: This notice does not constitute an invitation for bids or a request for proposal and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this RFI.
