- Pre-Solicitation Synopsis for Benicia Arsenal Cemetery Grounds Maintenance. The Mission and Installation Contracting - Presidio of Monterey has a requirement for Benicia Arsenal Cemetery Grounds Maintenance Services. The Contractor shall provide all management, supervision, personnel, supplies, material, and equipment necessary to perform Landscaping, Gardening and Interior Plant Care service to support the Benicia Arsenal Cemetery grounds maintenance at Benicia, California. This is a non-personal services as defined in the Performance Work Statement to include but not limited to planting and maintaining shrubs, perennials, ground-covers, ornamental grasses, roses, bulbs and spring and fall flowering annuals; edging, weeding and mulching of landscape beds and tree basins; creating new landscape beds; applying liquid and granular pesticides and fertilizers in accordance with local and Federal regulations; irrigation and plant watering material, maintaining interior plants, creating rock swales, and providing seasonal plants. The service also includes environmental impact awareness and Army Regulation (AR) 210-190 - Post Cemeteries, which is available at https://armypubs.army.mil/epubs/DR_pubs/DR_a/pdf/web/r210_190.pdf.
