- THIS REQUEST AND PROCUREMENT IS 100% RESTRICTED TO SERVICE-DISABLED, VETERAN-OWNED SMALL BUSINESSES (SDVOSB). THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR SF 330'S ARCHITECT/ENGINEER QUALIFICATION PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. NO SOLICITATION PACKAGE, TECHNICAL INFORMATION, OR BIDDER/PLAN HOLDER LIST WILL BE ISSUED. THERE WILL BE NO SITE VISITS ARRANGED DURING THIS PHASE OF THE REQUIREMENT. THIS PROJECT IS SUBJECT TO AVAILABILITY OF FUNDS. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Federal Acquisitions Regulations (FAR) 36.6 (Brooks Act) selection procedures apply. Firms that design or prepare specifications in conjunction with this contract are prohibited from participating on any future contracts based on those documents. GENERAL INFORMATION The Department of Veterans Affairs, VA Medical Center in West Palm Beach, FL is seeking sources and intends to award a firm fixed-price contract for Architect/Engineering (A/E) services for the development of complete schematic (single line) drawings (drawings with floor plan backgrounds), plan view riser / distribution drawings and detailed isometric riser / distribution diagrams of site distribution and domestic water systems (hot and cold) existing conditions, for Project # 548-18-113, Water Line Survey located at the VA Medical Center in West Palm Beach, Florida. The A/E Services listed herein are being procured in accordance with the Brooks Act (Public Law 92-582) and in accordance with Federal Acquisition Regulation (FAR) 36.6 and VAAR 836.6. All submissions will be evaluated in accordance with the evaluation selection criteria as specified herein. The VA Medical Center West Palm Beach is a working facility and phasing plans for minimizing downtime, and provisions for continuation of service during outages is critical to this project. PROJECT INFORMATION The NAICS Code for this procurement is 541330 Engineering Services and the annual small business size standard is $15M. The projected award date for the anticipated A/E contract is on or before June 30, 2017. Work will be completed, excluding construction period services, within 120 calendar days after receipt of the Notice to Proceed. The anticipated magnitude of this requirement is predicted to be between $250,000 and $500,000. This is a multi-phase project that requires the Contractor to access each floor, interstitial space, room, corridor, and area at the specified buildings. Access to areas shall be coordinated with the VA COR and shall be done in evenings, weekends, and during the normal business hours. This phasing plan shall be utilized throughout the duration of the project to ensure successful completion by the completion date. The period of performance for this project is 120 days from Notice to Proceed. The COR will coordinate with the medical center and contractor to ensure these areas are cleared for contractor to perform the study prior to work commencing in each area. Contractor shall provide File Transfer Protocol (FTP) system for use throughout the duration of project. Site shall be in place within 10 days after contract award. Site shall remain open until final construction contract is complete. This site is intended for contractor and VA use. Site shall be compatible to access and open AutoCAD 2010, all Microsoft Office 2007 programs (Word, Excel, Project), and pdf files. The contractor shall provide schematic (single line) drawings (drawings with floor plan backgrounds), plan view riser / distribution drawings and detailed isometric riser / distribution diagrams of site distribution and domestic water systems (hot and cold) existing conditions. Each schematic drawing must include details, notes and clear nomenclature to show how water is distributed, circulated, stored, heated, cooled, treated and monitored. Single-line Schematic drawings plan riser / distribution drawings and detailed isometric riser diagrams must be accurate representations of existing conditions. Existing Conditions are required to be mapped by onsite survey of site distribution and domestic water systems (hot and cold) conducted by the contractor. Schematic single line diagrams shall focus on primary areas of water distribution, treatment, storage and identify areas in which water is processed differently (e.g., hemodialysis and sterile processing, etc.). Isometric Riser diagrams developed by the contractor shall accurately identify the as-installed condition of the water distribution systems and shall identify hot and cold water piping dead legs and cross connections, whether they exist as pipes, vessels or tanks, by individually numbering, color coding and ballooning existing dead legs and cross connections to highlight the areas of concern. Numbering used to identify cross connections and dead-legs shall be keyed to the drawing number. Riser diagrams shall be shown in both plan view and isometric projection. Riser diagrams shall use a minimum scale of 1:50 (1/4 =1 -0 ) for presentation purposes. Both single line schematic and isometric riser diagrams shall show story heights, floor elevations, size of all horizontal and vertical piping, pressure reducing devices, mixing valves, isolation valves, tanks, pumps, filters, potable water heating or cooling equipment, fixtures being served, room locations, room numbers and the means of connections between fixtures and the mains. Diagrams shall identify all equipment connected to the domestic hot water systems by appropriate symbol number. Equipment symbol numbers will be provided by the facility once draft drawings are developed and submitted to the VA. Isometric riser diagrams shall be provided with continuity keys and nomenclature to clearly define where the transition of pipes occurs between drawings, including the use of the drawing number and coordinate system to indicate where the pipe transition can be found on a corresponding drawing. Mapping Drawings and Diagrams shall be in compliance with the VHA National CAD Standard Application Guide, except as noted or modified in this scope of work. The VHA National CAD standard application guide can be found at the following website: http://www.cfm.va.gov/til/projReq.asp in the VA Office of Construction & Facilities Management Technical Information Library (VA-TIL). Mapping diagrams, both system schematic and riser diagrams, will be provided as hard paper copy drawings and in digital AutoCAD format submitted on DVD to the facility. Drawings shall be submitted as three (3) copies of each type of submittal, hard copy and digital, for the facility. Facility plumbing drawings and shop drawings are neither reliable, accurate nor complete in sufficient detail to be utilized as planning information except for general reference. Facility plumbing drawings and shop drawings, as they exist, will be made available to be reviewed at each facility after award of contract. No assumption shall be made as to the content, condition, quality or type of format (paper, sepia or digital) of facility historical data and drawings. Existing Conditions of site distribution and domestic water systems (hot and cold) will be determined by onsite survey, inspections and measurements by the vendor. Behind the wall/ceiling/floor distribution systems shall be accessed for visual mapping as required by the contractor using technical methods and means, and performed at times of day and week which provide the least disruption to the area operations, finishes, structures, patients and staff. The awardee shall provide appropriate inspection equipment, tools and personnel to provide clear digital video images and/or still photos of behind the wall/ceiling/floor piping to verify and map existing conditions. Copies of digital images and photos shall be provided to the VA on DVDs as requested by the VA COR. Digital files shall be suitably annotated to indicate location within the facility and date of imaging. The bidder shall submit to the VA with their proposal, a list of proposed inspection equipment to be utilized to provide the stipulated behind the wall imaging requirement for the sole purpose of showing the VA that there is no potentially hazardous ionizing radiation generating equipment being considered for use, and proposed equipment will not require or impart significant impacts to hospital operations for restoration of surfaces. Ionizing radiation generating equipment (X-Rays) shall not be allowed to be utilized. Proposed inspection equipment must be capable of providing sufficient resolution of existing piping, including piping located within walls and above ceilings, to provide accurate mapping of the system, including identification of piping cross connections and dead leg. Building interior and exterior surfaces, coverings, coatings, sealants, insulation, structures and/or equipment disturbed to conduct the work shall be restored to the original condition, or better, after mapping activities in the space are completed. Restoration of surfaces, coverings, coatings, structures and/or equipment disturbed to conduct the work shall be performed by the contractor in accordance with facility standards and all VA Master Construction Specification requirements applicable to the restoration work. The VA Master Construction Specifications (PG-18-1) can be found at the following Website: http://www.cfm.va.gov/til/spec.asp. Submittals are required for materials utilized in restoration of coatings, drywall, CMU, brick, plaster, tile, sealants, ceilings, concrete and flooring systems to ascertain restoration materials are the equal or better of existing materials in the immediate area of the restoration. All materials utilized shall be installed in accordance with the manufacturer s instructions and recommendations to achieve better or best performance of the materials in its application as defined by the manufacturer. All drilling and cutting equipment utilized to breech wall/ceiling/floors to gain inspection access shall be provided with effective point of use dust collection systems fitted with HEPA filtration, unless alternate means of dust control is submitted to and approved in advance by the VA COR. A HEPACART or equal is required when accessing above ceiling in patient care areas and other sensitive areas. Onsite Mapping work and any required subsequent restoration work shall be scheduled and conducted during facility hours of operation which provides the least disruption to facility area operations, staff and patients. This requirement may require some work outside the facility normal working hours and on weekends and holidays. All work shall be scheduled in advance and coordinated with the COR. The contractor shall provide 3 weeks look ahead schedules, each week to the COR and Contracting Officer. The 3 weeks look ahead schedules shall detail which areas of the hospital by building, floor, wing and individual rooms, are proposed to be surveyed and at what times. Work Schedules must be approved by the VA in advance to assist in preventing disruption to hospital operations. All work shall be coordinated with and be conducted in compliance with the facility infection control program requirements. The contractor shall submit to the VA COR diagram progress development drawings, schematics and diagrams, both paper copies and in digital AutoCAD format and searchable PDF format, at 60% and 90% stages of development for VA review and comments. All VA comments shall be specifically addressed by the contractor in writing, with VA approval of the contractor s response/actions required. Three sets of paper copies and two electronic copies on individual DVDs shall be provided to the VA at each progress submission for each facility. The Contractor shall establish and maintain a VA personnel accessible electronic drawing and document sharing site within 15 days of the notice to proceed and through 90 calendar days beyond the VA acceptance of final documentation and drawing deliverables. Underground distribution lines shall only be shown on schematic and plan drawings. No isometric riser diagrams are required for mapping underground domestic water distribution lines. Final Mapping Documentation deliverables, including Single Line Schematics drawings, Plan View Riser Drawings and Isometric Riser Diagrams, PDF copies of photos and images shall be provided to the VA in both the native AutoCAD drawing formats and searchable PDF format. Three full size copies of drawings and Three (3 each) laser printed Labelled DVD copies shall be provided. Errors and Omissions found in the final submitted drawings and Isometrics requires the Contractor to re-survey the affected areas, correct the associated drawings, both paper and electronic, make resubmissions and provide all necessary assurance measures to the VA that any such found errors and omissions are localized to the initially identified areas, including but not limited to conducting spot checks of other areas within the facility to verify mapping and documentation accuracy. 3. AE SELECTION PROCESS Responsive firms submitting SF 330 s in response to this announcement, not later than the closing date and time specified herein and in accordance with submission requirements, will be considered for initial selection evaluation. Following initial evaluation, a minimum of three firms that are selected as the most highly qualified based on the selection criteria responses, will be invited for interviews. Selected firms will be notified by telephone or email of selection and provided further instructions. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF-330 must be completed by the office/branch/individual team member actually performing the work under this contract. 4. SELECTION CRITERIA Evaluation and selection of firms will be based on submissions and direct responses to the following criteria in accordance with FAR 36.602-1 and VAAR 836-602-1, which are numbered in descending order of importance: Professional qualifications necessary for satisfactory performance of required service and working together as a team (in-house and/or consultants(s). (The firm and A/E on staff representing the project or signing drawings in each discipline must be licensed to practice in the State of Florida under Florida State law requirements. Provide Professional License numbers and or proof of Licensure.) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (Include Government and private Experience on similar projects) Capacity to accomplish work in the required time. (Provide firms experience with similar size projects and available capacity of key disciplines). Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (Government Past Performance Information Systems may be accessed) Location in general geographical area of the project and knowledge of the locality of the project; It is expected that your SF 330 submittal will show your knowledge of the locality of the project and that your proximity to the general geographical area enables you to physically show up to the work site with 24 hours, when required. Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (Awards, Outstanding Merits, Recommendations) Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. The selected A/E should have previous experience in the design of air handler unit replacements within Medical Facilities. The A/E must provide documentation of at least two designs of air handler unit replacements within Medical Facilities with references, names, and phone numbers with their SF-330. 5. SUBMISSION CRITERIA/REQUIREMENTS Interested firms having the capabilities to perform this work must submit: ONE (1) ELECTRONIC SF 330, including Parts I and II, and attachments (if any) electronically to Jose.Delgado3@va.gov no later than 4:00 PM, Eastern on May 11, 2018 Size limits of e-mails are restricted to 5MB. If more than one email is sent, please number emails in Subjects as 1 of ?. (Example: SF-330 Submission, 36C24818R0545 Water Line Study, Project no. 548-18-113 (1 of ?, 2 of ?, etc.) Interested firms are responsible for ensuring delivery of submission. In addition to the SF 330 s, offerors must include a cover sheet containing the following information: Company name Address Phone number Name and email of primary point of contact Number of completed VA projects Socio-economic status contractor and all proposed consultants DUNS number and Cage Code for Contractor and all proposed consultants Tax ID number. The submission must also include a copy of the firm s CVE certification letter. SF 330 must indicate the percentage of the contract performance cost that will be expended by the prime firm s employees and in which discipline(s) and subcontracted percentage of contract performance cost to be expended (and in what disciplines). All subcontract and other related business entities must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc.). This is in order to assure compliance with FAR Clause 52.219-14(b) (1) Limitations on Subcontracting. Failure to provide this information may deem the firm nonresponsive and preclude SF 330 submittal from being included in the evaluation process. 6. Each respondent must be able to demonstrate the ability to comply with FAR Clause 52.219-14, Limitations on Subcontracting. Submittals received after the date and time specified will not be considered. Late proposal rules per FAR 15.208 will be followed for late submittals. Firms not providing the required information may not be evaluated. All information must be included in the SF-330 submission package.
