Description
****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Blackmon Agency. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) National Weather Service (NWS) National Water Center in Tuscaloosa, Alabama and its need for preventative maintenance and on-call emergency service within 4 hours response time and all labor and parts included by certified Eaton field engineers. The NWS National Water Center in Tuscaloosa has as a UPS System (Eaton Model #9395-275, Serial # EG223BAA10: capacity 240KW, 300KVA, 240 battery cells) that provides a power bridge between their utility power and generators in the event they lose utility power. This protects the data centers, cooling equipment, security systems, as well as most desktops and laptops. The UPS system is now out of original manufacturer's warranty and they need a preventive maintenance service contract to ensure the system is ready at all times. It is necessary for the provider to be certified by the manufacturer and be able to provide both preventive maintenance and on-call emergency service with 4 hour response time including all labor and parts. The Blackmon Agency has certified Eaton Field Engineers and is the authorized Eaton Agent for Alabama. The manufacturer, Eaton, has confirmed this is their agent for the state of Alabama. This procurement will be for the initial base year and four option periods of service and maintenance on the UPS unit. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
