- Latrines and Dumpsters Rental and servicing INSTRUCTIONS TO OFFERORS THIS IS A 100% SMALL BUSINESS SET-ASIDE 1. All questions shall be in writing and emailed to both stephen.l.burks.civ@mail.mil and sharon.wilson-emmons.civ@mail.mil not later than not later than 23 April 2018. 2. Your quote must list your DUNS number, CAGE code, and Federal TIN with Company name, Point of Contact (POC) and phone number. All contractors must complete their System for Award Management (SAM) registration. Failure to complete registration will result in the proposed quote being unacceptable. 3. It is the contractor's responsibility that all offers submitted, regardless of method of submission, are received in this office prior to the time and date for receipt of quote noted above. 4. Basis of Award: The Government intends to award a firm-fixed price (FFP) purchase order resulting from this Request for Proposal (RFQ). Award will be made on all or none basis. Award shall be made to a single contractor. Quotes must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for the offeror to be considered non-responsive. Award shall be made to that responsive, responsible offeror, and will be based on lowest price meeting technical specifications. The Contracting Officer reserves the right to make no award under this RFQ. 5. Pricing for each line item must consists of QUANTITY x UNIT PRICE = TOTAL AMOUNT. In the event there is a difference between a unit price and the extended total, the unit price will be held to the intended price. If the offeror shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended price. Line Item pricing should include all applicable taxes, fees, gratuities, commissions, service charges, etc. The Federal Government is tax exempt. 6. Delivery of Portable Latrines and Dumpsters are due on June 7, 2018 - Retrieved on August 7, 2018. 7. Quotes are to be emailed to the Contract Specialist, Stephen Burks at stephen.l.burks.civ@mail.mil and Contracting Officer, Sharon Wilson-Emmons at Sharon.wilson-emmons.civ@mail.mil not later than the date and time set forth in 8 of the solicitation.
