Questions shall be submitted by 5 April 2018 no later than 12:00 PM (Central Time) to joshua.p.barbero.civ@mail.mil Basic Services: The contractor shall provide, remove, install new manufacture equipment and software, and integrate back into the Electronic Security System (ESS) and pass customer testing procedures at White Sands Missile Range (WSMR), New Mexico. The Government will designate the locations the Contractor shall remove and install the Senstar unit along with all that is specified in the Statement of Work (SOW). The Contractor shall control all its employees in the designated locations. The Contractor shall test the equipment immediately after installation to ensure it is functioning properly. The Contractor shall resolve any issues identified during testing at no additional cost to the Government. INSTRUCTIONS TO QUOTERS The selection of a source for award purposes will be conducted utilizing source selection (negotiated) procedures as delineated in FAR Part 15.101-2, Lowest Price Technically Acceptable. Offers will be evaluated using the criteria under "Factors to be Evaluated." Noncompliance with the Request for Quote (RFQ) may hamper the Government's ability to properly evaluate and may result in elimination of the quote from further consideration for contract award. (i) Award shall be made to the Lowest Price Technically Acceptable (LPTA) offer in accordance with this solicitation and Statement of Work (SOW). (ii) Vendor shall provide documentation to validate their ability to provide the line items under CLIN(s) 0001 - 0014, in its entirety. (iii) Vendor shall provide documented proof that they are Senstar trained/certified in all components/systems being repaired. (iv) Vendor shall provide documented proof that on-site employees have three years' experience in maintenance and repair on systems close to or equal in size, type, and complexity of the systems indicated. EVALUATION FACTORS FOR QUOTERS FAR Provision 52.212-2 is tailored as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (d) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Responsive: Award shall be made to the best Lowest Priced Technically Acceptable (LPTA) offer. Potential awardee must be able to deliver on this requirement or within 60 days from the date of award. In order to be considered responsive, the prospective Contractor: a. Shall be currently registered in System for Award Management (SAM). b. Prospective Contractor's interested in submitting a quote on this solicitation must have a Data Universal Numbering System (DUNS) number and Commercial and Government Entity (CAGE) Code in SAM in accordance with Federal Acquisition Regulation Clause 252.204-7004, Alternate A, System for Award Management (May 2013) and the registration must be active.
