The National Geospatial-Intelligence Agency (NGA) proposes to award a single award Indefinite Delivery - Indefinite Quantity (IDIQ) contract using Firm Fixed Price and Time and Materials type orders to maintain the currency required for Maritime Tactical Ocean Data (TOD) and Littoral Planning Charts (LPC). This contract will support Maritime TOD and LPC's products and datasets, use data to perform content management and product finishing, leverage existing geospatial data to help maintain the legacy NGA Maritime TOD and LPC products, seek innovation through technology, production processes, and business analytics to provide data and services in ways that reduce cost, improve data quality, and improve timeliness. The total anticipated period of performance is a 1-year base with 4 1-year options. This procurement will be posted for full and open competition and will not be set-aside for small business. The applicable NAICS Code is 541370, and the size standard is $15M. This notice is not a request for quotations or solicitation of Offerors. The following draft solicitation and accompanying attachments are issued in order to provide industry with an advance version and to obtain meaningful feedback from interested parties. The draft Request for Proposal and attachments will be posted on the NRO's unclassified Acquisition Center of Excellence (ARC) website at: TBD The Government intends to award a single contract for non-commercial items utilizing FAR Part 16. Vendors must be approved and registered in the System for Award Management (SAM). Website located at https://www.sam.gov before award can be made. All contractor questions regarding the draft solicitation and draft documents must be submitted through Attachment 10 by Monday, 23 April 2018 at 10:00 AM CT. VanWarmer: Andrew.A.Vanwarmer@nga.mil National Geospatial Intelligence Agency (NGA) Janus Maritime Digital Nautical Charts/Littoral Planning Charts (DNC/LPC) and Maritime Tactical Ocean Data (TOD) Draft Solicitation No. HM157518R0008 (Maritime DNC/LPC) & HM157518R0007 (Maritime TOD) Industry Day Conference and One-on-One Sessions General Information NGA will hold an Industry Day Conference, and one-on-one sessions for the Janus Maritime DNC/LPC and Janus Maritime TOD procurements. Activities are scheduled for March 1-2, 2018 at the ACE facility located at 14660 Lee Road, Chantilly, Virginia 20151. The morning of March 1, 2018 will be reserved for the conference and the one-on-one sessions will be scheduled in the afternoon. March 2, 2018 will be reserved for additional one-on-one sessions, if necessary, based on the number of requests. Draft documents will be posted on the NRO's unclassified ARC website at: https://acq.westfields.net/nga/efforts/jmdnc for the Maritime DNC/LPC Solicitation and https://acq.westfields.net/nga/efforts/jmtod for the Maritime TOD Solicitation. Any questions prior to the conference should be submitted to: Andrew.A.VanWormer@nga.mil with the following NGA representatives courtesy copied; Jeffrey.H.Teague@nga.mil, Terrie.L.Seybold@nga.mil, Yolanda.V.Bent@nga.mil, and Kelsey.R.Linneman@nga.mil. Attendance at the Industry Day Conference or the one-on-one sessions is not required nor will it affect the Government's review of any resulting proposal positively or negatively. In addition, the Government will not cover any expense incurred by attending either the Industry Day Conference or the one-on-one sessions. Attendees are responsible for all of their expenses and no meals will be provided. Registration Interested companies or groups may register up to three (3) representatives for both the conference and the one-one one sessions. If groups or companies intend on attending the one-on-one sessions for both Maritime DNC/LPC and Maritime TOD, they will still be limited to only three (3) representatives. Interested parties may register at https://acq.westfields.net/nga/efforts/jmdnc and/or https://acq.westfields.net/nga/efforts/jmtod no later than 10:00 a.m. Eastern Time February 22, 2018. Attendees must register using the ‘Industry Day' tab of the Janus Maritime DNC/LPC and Maritime TOD website link previously provided. Individuals must register for each program they are interested in attending. Changes to registration information (Cancellations or Substitutions) may be made up until 12:00 PM Eastern Time on February 22, 2018. Registration requests after the deadline will not be accepted. Pre-registration is required and walk-ins will not be accepted. Each participant should bring a valid form of ID (license, company ID, e.g.) on morning of conference to validate registration. Industry Day Conference The Industry Day Conference will be held in the ARC facility located at 14660 Lee Road, Chantilly, Virginia 20151. Registration will be conducted from 7:30 a.m. to 8:00 a.m. Eastern Time, and the meeting will commence at 8:00 AM. The NGA Maritime Office will provide an overview, to include a discussion of requirements for both solicitations and every effort will be made to address written questions submitted before the 22 February, 2018 deadline. Written questions will be taken during the conference, but will not be answered during the conference. Following the conference, answers to the written questions will be posted on the ARC website at: https://acq.westfields.net/nga/efforts/jmdnc for the Maritime DNC/LPC Solicitation related questions and https://acq.westfields.net/nga/efforts/jmtod for the Maritime TOD Solicitation related questions. Participants are not allowed to record or transcribe any portion of the conference to include the one-on-one sessions. Only NGA will have the right to record the conference. Any slides presented at the conference will be posted on the Janus Maritime DNC/LPC and Maritime TOD ARC procurement pages after the conference. To register for the Industry Day, attendees must have a classified ARC account. To create a classified ARC account, individuals must first create an unclassified ARC account by visiting https://acq.westfields.met via the worldwide web and following the instructions. The ARC webmaster will migrate this unclassified registration to the unclassified ARC within 48 hours. Individuals with classified ARC accounts will have the capability to register other teammates for the conference, but those teammates must have classified ARC accounts in order for their names to appear in the conference registration drop down menu. Industry Day Security The Janus Maritime DNC/LPC and Maritime TOD Industry Day will be held at the TS//TK//REL TO USA, FVEY level. In addition to the JANUS Maritime DNC/LPC and Maritime TOD Industry Day registration via the ARC, attendees WHO DO NOT HAVE AN IC BADGE are required to pass TS//SI//TK clearances to ACE-Security. The ACE Clearance Certification Request Form; found within the ‘Industry Day' tab on the ARC and as Attachment 2 to this posting. The form must be faxed or emailed (follow the instructions on the form) by 12:00 PM Eastern Time on February 22, 2018. Please address this clearance request to the ‘Janus Maritime DNC/LPC Industry Day' or ‘Janus Maritime TOD Industry Day'. Once the Clearance Forms are sent, call ACE security at unclassified 703-230-6024 or 703-230-6180, or secure 855-4145 or 855-4166 to confirm that the information was received. Those individuals who have an IC Badge must bring the badge to the Industry Day to gain Entrance. One-on-one Sessions After completion of the morning conference on March 1, 2018, the afternoon will be reserved for one-on-one sessions covering either or both procurements. NGA intends to conduct one-on-one sessions only with companies that intend to offer as a prime contractor. The sessions will take place at the ARC facility located at 14660 Lee Road, Chantilly, Virginia 20151. These one-on-one sessions are provided as an opportunity for industry to provide input in the form of comments and suggestions for the procurement process. Sessions will be provided at 30 minute increments. If needed, March 2, 2018 is also reserved for sessions. Participants should request by email by 10:00 AM, Eastern Time, on February 22, 2018 if they would like to schedule a one-on-one session. Requests should be sent to: Andrew.A.VanWormer@nga.mil, Jeffrey.H.Teague@nga.mil, and Kelsey.R.Linnemann@nga.mil. Please include the names of up to four individuals you plan to have attend. Mr. Andrew Van Wormer will provide a confirmation of time and date of the one-on-one session. NGA will protect any information determined business sensitive and will not attribute questions from the sessions when posting answers on the procurement website. Both the Registration and Clearance Certification Requests must be completed by 12:00 PM Eastern Time on February 22, 2018. Failure to meet these deadlines will preclude entry to the Industry Day. There will be escorts provided to walk uncleared personnel through the building. As a clarification, interested companies or groups may register up to three (3) representatives total for both the conference and the one-one one sessions. Companies attending One-on-One sessions for both Maritime DNC/LPC and Maritime TOD will be allotted a total of 45 minutes for their One-on-One session.
