- The Army PM PNT is considering the use of the Consortium for Command, Control, and Communications in Cyberspace (C5) in accordance with Other Transaction Authority (OTA) to pursue an innovative Mounted Assured PNT (A-PNT) system for Army ground platforms. The Mounted A-PNT system is a near term capability that addresses two current capability gaps: access and integrity. Access is the ability to access accurate PNT information in a contested Electronic Warfare/Cyber environment. Integrity is the ability to trust the PNT data. These gaps directly affect the Army's ability to conduct operations and execute the full range of warfighter functions in GPS degraded or denied environments. The notional system architecture is comprised of two subsystems: a Mounted A-PNT subsystem, which will be installed inside vehicles and distribute an integrated and trusted PNT solution to multiple client systems; and an Anti-Jam Antenna System (AJAS) that will be mounted external to the vehicle and provide GPS signal protection. The Army is considering the release of a Request for White Paper (RWP) and Statement of Need through the C5. The Army will evaluate vendor white papers and plans to select 2-5 vendors for prototype delivery. Each selected vendor will be required to deliver 15 prototype systems (Mounted subsystem and AJAS subsystem) within 90 days of contract award. The Army will conduct testing on the prototype's system performance, electromagnetic interference, and reliability/durability. From these results, the Army will select a single vendor to enter into a cooperative test-fix-test corrective action cycle and early user assessment. Pending the results of the early user assessment, the Army may fund an effort for an additional 190 prototypes to support an operational assessment and a representative production effort consisting of 5,000-8,000 systems. This special announcement is neither a Request for Proposals nor Request for Quote. A contract award will not be made from this announcement. The purpose of this special announcement is for planning purposes only and to provide industry with advanced notification of the Army's intent.
