THIS PRESOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This is a 100% Service-Disabled, Veteran Owned, Small Business (SDVOSB) set-aside. Prospective Contractors are cautioned that proposal submitted in response to this solicitation must meet the criteria identified by 38CFR, Part 74. The SDVOSB concern agrees that in the performance of the contract, the concern will comply with the limitation on subcontracting requirements in 13 CFR §125.6. Any person, persons, or business entity suspected of misrepresenting itself for the purpose of securing a Government contract may be criminally investigated and prosecuted for fraud against the United States of America. Parties found misrepresenting their status also risk debarment from further Government contracts. For a Service-Disabled Veteran Owned Small Business (SDVOSB) to be considered as a prospective contractor, the firm must be verified and registered in the Department of Veteran Affairs (VA) Office of Small & Disadvantaged Business Utilization (OSDBU) Vendor Information Pages (VIP), VETBIZ (www.vip.vetbiz.gov), and registered in the System for Award Management (SAM) database (www.sam.gov) at time of submission of their qualifications. Failure of a prospective SDVOSB to be verified by the Center for Veterans Enterprise (CVE) at the time of submission shall result in elimination from consideration. All Joint Ventures must be CVE verified at time of submission and submit agreements that comply with 13CFR 125.15 prior to contract award. The Contractor shall provide all construction services to include labor, equipment, materials, supervision, and all other resources necessary to construct Correct Water and Access Deficiencies at Viera, Orlando Veterans Affairs (VA) Medical Center in accordance with the Statement of Work (SOW). PROJECT NO./TITLE: Project # 675-16-650, Correct Water and Access Deficiencies at Viera Work Location: Viera Outpatient Clinic, 2900 Veterans Way, Viera, Florida. Estimated/Target Completion Period: 120 calendar days after Notice to Proceed (NTP). This solicitation will use the trade-off source selection process, providing the best value to the Government. Magnitude of Construction Cost range is between $500,000 and $1,000,000. The NAICS code is 238990/size standard is $15.0 million. Point of Contact: Tiffany Garfield, Contracting Officer/Specialist; PH: 813-631-2818; Email: tiffany.garfield@va.gov Statement of Task: This project shall demolish the existing fence/gate on the eastern most side of Viera and construct a new fence/gate as listed in the construction documents (specifications and drawings) at the Viera Clinic. The existing fence/gate does not meet current VA requirements. It is old and detreated and has literally blown over during Florida s hurricane force winds. The project will also include, but not limited to, reworking center median, replacing landscaping, lighting, security systems, access control systems, replace ADA ramps and sidewalks to meet current codes, repairing erosion and drainage issues and allowing for pedestrian access at the gate. Submission Criteria/Requirements: Solicitation 36C24818R0665 will be posted to the Federal Business Opportunities (FBO) website on or about 6/30/2018. All solicitation packages and amendments must be accessed on line. No Telephone requests will be accepted. Complete electronic solicitation with forms and specifications for submitting a response and to register your name on the bidder s mailing list may be obtained at the following website: www.fbo.gov. All amendments issued to this solicitation will also be available at this website and will not be mailed. Offerors are advised that they are responsible for obtaining amendments. Site Visits: A ONE-TIME organized pre-proposal site visit will be held and the date and time will be announced in the solicitation when it is posted to FBO.
