Description
DISCLOSURE: T his is a Request for Information (RFI) for information and acquisition planning purposes. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Government will not pay for any effort expended or any material provided in response to this announcement. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. PURPOSE & RESPONSE: This is a Request for Information (RFI) for a tentative requirement to provide system level cost analysis with Total Ownership Cost (TOC) modeling in support of Navy major system program strategic cost reduction and process improvement initiatives. The Naval Sea Systems Command (NAVSEA) is performing market research to determine which contractors currently have, at a minimum, the following demonstrated capabilities in support of Navy shipbuilding, major weapon systems, Navy aircraft, and repair or similar heavy industries: 1. System level cost analysis with TOC modeling; 2. development of a should cost analysis which evaluates the economy and efficiency of a contractor's existing work force, methods (to include industrial design, manufacturing and estimating), materials, equipment, real property, operating systems, and management; 3. development of TOC analysis to assess acquisition lifecycle cost; and 4. A practical knowledge of the nature and operations of the industry or industries; and the materials, facilities and methods employed by the industry or industries in constructing or repairing large Navy vessels, major weapons systems, Navy aircraft, or similar items. The Naval Sea Systems Command is looking to leverage skills developed in performance of the same or similar work as the requirements in the commercial sector, incorporating those best practices into work related to defense procurements. As such, contractors must demonstrate substantial experience with commercial industries, Fortune 500 companies who are not Department of Defense (DoD) major systems suppliers, in the requirements or substantially similar work. Interested Contractors must also demonstrate substantial experience in analyzing ACAT ID level programs, major shipyards, major defense contractors and subcontractors, major aircraft, and major weapons systems performing the same or similar work as the requirements above. Additionally, in order to limit potential conflicts of interest, contractors must not be currently performing work relating to the requirements or substantially similar work to the requirements above, for DoD contractors involved with Navy shipbuilding, weapon systems, or aircraft procurements. Contractors must also include a list of planned work relating to the requirements or substantially similar work to the requirements above, for DoD contractors involved with Navy shipbuilding, weapon systems, or Navy aircraft procurements, that covers a period of two years from the date of this RFI. If a RFP is eventually released, a non-exhaustive list of defense prime contractors and subcontractors that could raise a potential conflict of interest will be included. Any interested contractor who is doing work related to the requirements or substantially similar work for listed contractors will not be eligible for award. Contractors will also be asked for a planned list of work similar to the list of planned work covered in this RFI. All planned work will be evaluated and a determination will be made by NAVSEA as to whether a contractor will or will not be eligible for award on the basis of planned work. Those sources are requested to respond to this notice and provide the following as part of their response: 1. A description of the company's relevant experience in demonstrating the capabilities identified in the preceding paragraphs (include Program name; ACAT level; your firms work scope; outcome); 2. The quantity and scope/value of awarded contracts or orders which demonstrate the capabilities identified in the preceding paragraphs, and identification of the heavy industry associated with each contract and order; 3. Identification of any active multi-award contract(s) (e.g. SeaPort-E) or GSA Federal Supply Schedule(s) under which the Contractor is a vendor and performs the capabilities identified in the preceding paragraphs; 4. Identification of key personnel and their experience; and 5. The Name, telephone number and email address of the contractor point of contact for that contract or order. Responses are requested by 5:00 PM (EST) on Tuesday, March 13, 2018. The page limit is five (5) pages and a detailed proposal is not requested. All documentation sized to 8.5"x11" with 1" margins. This RFI in no way binds the Government to offer contracts to responding companies. The information provided will assist NAVSEA in developing and further defining future procurement and acquisition strategies. Defense and commercial contractors, including small businesses, veteran-owned businesses, service-disabled veteran-owned businesses, HUBZone small businesses, and woman-owned small businesses are encouraged to participate. All information shall be provided free of charge to the Government. NAVSEA may request further information regarding the capabilities of respondents to meet the requirements and may request a presentation and/or a site visit as deemed necessary.
