- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of Far 6.302-1, it is the Government's intent to award a sole source service contract to the French Gerleman for the Lock Control Systems at Lock and Dam No. 24 (LD 24) in Clarksville, Missouri and Lock and Dam No. 25 (LD25 in Winfield, Missouri which are comprised of a programmable logic controller (PLC) system with human machine interface (HMI) software running on personal computers (PCs). The PLC systems are manufactured by Allen Bradley and components have and components have become obsolete. A phased approach will be used to replace the PLC processor at each facility while utilizing the existing remote input/output (I/O) racks and ControlNet. During the replacement of the PLC processors, the PLC programming and HMI applications to those software packages. Once the PLC processors are upgraded at each facility, the remote I/O racks located on the navigation lock and dam will be replaced. The network will be upgraded from ControlNet to Ethernet. Installation of the equipment and startup of the PLC systems will be performed by the Government. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the government. All responses received within 7 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on FAR 6.302-1(a)(2)(ii), supplies may be deemed to be available only from the original source in the case of a follow-on contract for continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency's requirements. Award of this service contract will be based upon the need to maintain the original source and is solely within the discretion of the Government.
