N00164-18-S-NB54 - REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT - GNU-based Software Defined Radio Training Courses and Consultation Services for FY19-FY23 FSC: 6930 NAICS 611430 Issue Date: 22 February 2018 Closing Date: 30 April 2018 - 2:00 PM EDT Amendment 0001: Closing Date is extended from 9 March 2018 to 30 April 2018. REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT - The Government is issuing this RFI/sources sought announcement as part of market research for the Crane Division, Naval Surface Warfare Center (NSWC Crane) and is seeking information for market research purposes relative to vendor availability to support hands-on training efforts for basic and advanced levels of GNU-based software defined radio as well as vendor expertise to serve as a consultant for GNU-based software defined radio projects over the course of a five year contract anticipated to cover FY19-FY23. During each fiscal year, the vendor would be required to provide up to 6 basic GNU SDR courses and 3 advanced GNU SDR training courses as well as up to 640 hours of consultation services for SDR projects at NSWC Crane. Each course should have a maximum class size of 10 students to allow individual attention to be given to each student during the hands-on application phase of the course. Consultation services could include on-site project support, email exchange, or phone conferences. The courses must provide hands-on experience using GNU Radio software, and development tools, such as the USRP B200 mini, Antenna, and Bootable USB drive. Upon completion of the interactive, hands-on course (either basic or advanced), students must be capable of independently developing SDR applications using the materials provided in the course. At the conclusion of the basic training courses, all course materials (training documentation, USRP B200 mini, Antenna, and Bootable USB drive) must be retained by the student. Students will provide their own hardware for the advanced classes. The purpose and objective of this announcement is to find highly qualified vendors with expertise in the following areas: • GNU Software-Defined Radio (SDR) - free open source, software radio development platform • Digital communications theory using PSK Additionally, prospective vendors will be required to submit a course outline and daily course agenda for both a basic course offering and an advanced course offering in order to verify that the courses being proposed meet the government's need. Prospective vendors should also submit past performance information relative to the number of courses taught to evaluate adequate performance and maturity of the training curriculum. The requirement for Course Outlines, Daily Course Agendas, and Prior Performance data will be identified in any resultant request for proposals (RFP) and will be due at time of proposal identified within any resultant RFP. The Closing Date for receipt of comments/submission of "White Papers" on this RFI is 30 April 2018. Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov. This announcement is a public invitation. Failure to participate or provide written feedback to Attachment 1 (Draft Statement of Work) will not preclude abstaining vendors from bidding on possible future solicitations. This announcement is part of the full-, free-, and open- competition process, which encourages industry and academia to help shape Government requirements to match what is possible, affordable, and timely. Failure to participate in this full-, free-, and open- competition process or to provide written feedback may result in a future Government Statement of Work and/or specification over which the abstaining vendors have limited influence in the acquisition process, and may deprive abstaining vendors of potentially valuable direct early interaction with contracting officials and acquisition planners. This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract.
