Description

Clauses The Government intends to award on a sole source basis to OSI Maritime Systems Inc.. 999 Waterside Dr Suite 2502, Norfolk, VA 23510-3300 to acquire ECPINs licenses and training for the LCAC 100 program as follows: ECPINS SSC (ECPINS-W ver with SSC Features) software license 6.1 (2 each) ECPINS-W 6.2.1 with SSC Features Added 2 each ECPINS-W 6.1 SSC Operator Training at customer facility (5 days) (1 each) ECPINS-W 6.1 SSC Maintainer/Administrator Training at customer facility (2 days) (1 each) RIBNet Server, Multi-Client Radar Image Overlay Network Server (2 each) ECPINS-W SSC Upgrade (from version 6.1) (3 each) 10 U.S.C. 2304(c) (1) - Only one responsible source and no other supplies or services will satisfy agency requirements, FAR 6.302-1(a)(2). OSI Maritime Systems Inc.. is the only responsible source capable of providing licenses and training. This purchase is not suitable for full and open competition and it is in the best interest of the Government to acquire this item using a noncompetitive purchase for the following reasons: a. ECPINS has been selected by the LCAC 100 integrator as the Navigation Software in the LCAC C4N navigation system. It is not cost effective to replace the LCAC 100 navigation system baseline as it will require a change to the LCAC 100 production contract and will impact successful completion of acquisition milestones for the program in FY19. The cos of integrating any other brand of similar navigation system capabilities is estimated at $12,000,000.00 over the course of 36 months. b. The ECPINS software is proprietary to OSI Maritime Systems Ltd. They are the only source for the software and associated training. FOB Destination, est $141,000
