Description
SUBJECT: Request for information (RFI), Synopsis for Service: Training Services for NCA Heavy Equipment Operators. The Department of Veterans Affairs, in conjunction with the National Cemetery Administration (NCA) is seeking a better understanding of the market capability for the proposed services above. The purpose of this Request for information (RFI) is to obtain information on the capability of vendors) to provide Training Services for NCA Heavy Equipment Operators for the National Cemetery Administration (NCA). This RFI allows potential contractor to submit a non-binding statement of interest and documentation demonstrating their capabilities, and suggestions that will allow the Government to refine its potential course of action. The RFI effort is intended to assess available sources capabilities, and solicit feedback for acquisition planning purposes. The National Cemetery Administration (NCA) is requesting responses from qualified business concerns. (Any socio-economic group may respond) Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform training services for CAT equipment operators. Objectives: Identify your ability provide training services for up to 35 students. Scope: The contractor shall provide three (3) full days of training services for instructor led training on Catepillar equipment. Meet the requirements of instructor led training on Catepillar equipment to include a training manual for each student. The training shall be hands one and utilize modules and simulations. Provide a certificate of completion to be awarded for successful completion of the course. The basic elements for the training consist of the following:. (a) Operator Training. (b) Safe Operation. (c) Training Program Content. (d) Training Evaluation. (e) Training Certification. (f) Equipment included in the Training. Operator Training: Experience in instruction and issuing written exams. Safe Operation: Training on safety operations and safety usage of each type of equipment. The training should also focus on Personal Protective Equipment. Training Program Content: The training will include the equipment manufacturer s operation and maintenance manuals as a minimum and detailed training of the following topics for each piece of equipment: The program should include manufacturer manuals for each type of equipment. The training will offer a written exam and provide students results. Upon successful completion of the class a certificate should be provided to each attendee with the name of the training and each piece of equipment that was successfully operated. Classroom training: 3D applications to train and orient an entry-level operator on basic equipment operation, skills and application knowledge on the equipment listed below: wheeled backhoe loader 68hp, 1.25 yd3 front bucket, 14.3ft dig depth wheeled backhoe loader 93hp, 1.25 yd3 front bucket, 14.4ft dig depth Loaders, Backhoe, Wheel, Diesel Engine, 1.25 yd3 Front Bucket and 14 Foot Depth or approved equal with concrete vault (243.84 cm X 91.44 cm X 76.2 cm) hydraulic excavator 40.2hp, 10.25ft dig depth hydraulic excavator 65hp, 13.62ft dig depth Excavators, Hydraulic, Mini, Rubber Track, Turf-Type, 40 - 65 H.P. Engine and 10 15 Foot Depth or approved equal. multi terrain loader 73.2hp compact track loader 73.2hp compact track loader 95hp skid steer loader 106hp front end loader 73hp, 1 yd3 bucket wheeled excavator 141hp, 1 yd3 bucket, 20ft dig depth track excavator 117hp, 1 yd3 bucket, 19.33 ft dig depth track excavator 161hp, 1.5 yd3 bucket, 21.5 ft dig depth INSTRUCTIONS: NCA is looking for interested and capable businesses. A set-aside will be determined based on the responses received from this RFI. Submit a capability statement, four (4) pages or less (including cover letter) that demonstrates your company s ability to provide Service: Training Services for NCA Heavy Equipment Operators. Demonstrate your experience in performing these services for the past five years to include your contract number and your socioeconomic status. Responses should include business size, business type, socio-economic status, NAICS, and DUNS number. All interested parties must be registered SAM and Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) must be verified in VETBIZ. Please submit your responses to the Contracting Officer, Antionette Collins-Somerville at Antionette.Collins-Somerville@va.gov. Responses are due by 12:00 PM EST April 23, 2018. QUESTIONS SUBMITTED THROUGH EMAIL IN REGARD TO AN UPCOMING SOLICITATION WILL NOT RECEIVE A RESPONSE. THIS IS FOR DETERMINATION OF POSSIBLE SOURCES. DISCLAIMER: Issuance of this RFI or Sources Sought is to assist the VA in determining sources only and does not commit or bind the Government under any circumstances, nor does it constitute any obligation whatsoever on the part of the Government to procure these services or to issue a solicitation, nor to notify respondents of the results of this notice. No solicitation documents exist at this time; the Department of Veterans Affairs is neither seeking proposals nor accepting unsolicited proposals, and responses to this RFI or Sources Sought cannot be accepted as offers. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information the vendor considers proprietary should be clearly marked as such. The U.S. Government will not pay for any information or administrative costs incurred in response to this RFI or Sources Sought.
