Page 2 of 2 THE DEPARTMENT OF VETERANS AFFAIRS IS SEEKING CLINICAL SPACE IN THE DOVER, KENT COUNTY, DELAWARE AREA The Department of Veterans Affairs desires to lease sufficient rentable square footage to yield no more than 19,190 of contiguous net usable square feet (NUSF) within the boundaries established below in the Dover, Kent County, Delaware area. This space is for use as a Community Based Outpatient Clinic (CBOC) by the Wilmington VA Medical Center, Wilmington, Delaware. All space must be located on the first floor of a building and must meet all Government requirements for fire safety and ADA accessibility. On-site parking is required for a minimum of 99 vehicles, containing 20% ADA accessible spaces. The Government will consider both existing and build to suit properties. A 10 year lease is being considered for a firm term of five (5) years with a one five (5) year soft term with termination rights after the firm term. Space is required to be located within the Dover, Kent County, Delaware area, specifically space will only be acceptable if it is within or fronting the boundaries outlined below and includes all properties that border either side of the roadways or paths that make up the boundaries. The northern boundary begins at Webb s Lane, up Route 190 (S. Queen Street) to Loockerman Street to Forrest Street to Salisbury Road (Route 15) and ends at Scarborough Road. The southern boundary begins at Scarborough Road, down Route 1 and ends at Puncheon Run Connector. The western boundary begins at Route 1, across the Puncheon Run Connector and down Route 13 over Webbs Lane and ends at Route 190. The eastern boundary begins at Scarborough Road and ends at Route 1. The delineated area boundaries were selected because they are centrally located within Kent County and provides the greatest accessibility to veterans who currently use the existing CBOC and new veterans who are projected to utilize the new CBOC. The average travel time for veterans to reach the CBOC within the delineated area will be 15 min. or 14.2 miles and is within a 1 mile radius of the Delaware Transit System Bus Line. Additionally, the boundaries encompass the commercial district of Dover which provides increased veteran accessibility due to the availability of public transportation within the described delineated area.
