Description
Draft Statement of Work (SOW) Software Solution for Database Visualization Web Tool - Industry Input Needed 409 th CSB, Regional Contracting Office Stuttgart is issuing this Request for Information (RFI) notification as a means of conducting market research to identify potential sources having an interest and capability to provide a Database Visualization Web Tool. Responses to this Request for Information will be used to complete Market Research and Acquisition Plans. If you have the ability to provide a software solution as outlined in the statement of work (SOW), please respond to this RFI with a statement of capabilities. Disclaimer: This RFI is issued solely for information and planning purposes it does not commit the Government to contract for any supply or service whatsoever. The Government is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be, solely, at the interested vendor's expense. Information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Program Background: US European Command, J5 Europe (North and East) has a requirement for a contracting vehicle to provide a classified network (SIPR) data visualization web tool that links and displays data from a variety of existing databases and systems in a way that allows for rapid staff understanding of current Theater Security Cooperation (TSC) efforts. The tool's main display area shall consist of a treemap, which displays tabularized data by sizing squares in relation to each other on one metric. The Government prefers to have unlimited licenses and 200 concurrent licenses for tool use, and perpetual licenses for technology. Required Capabilities: The Government requires the design, development, integration, testing and fielding of a software program, training on administration of program, linkage of current databases and continued support for four years. The overview of performance requirements are: •o Create and deliver software program for data visualization tool •o Complete sufficient (at least 18 instances) of user experience (UX) development •o Install program to SIPR net system •o Interface the program with existing databases, systems, and other web tools. •o Provide administer level training on maintaining the system •o Provide in-location support for four (4) years •o Tool display is responsive to desktop displays. Tool is not intended for mobile devices. •o Tool is accessible to personnel having access to a SIPR without passwords or logins. •o 200 individuals must be able to view the tool simultaneously from remote work stations Unique Requirements: •o System is intended to use treemap for the ability to quickly filter and divide displays objectives according to multiple criteria simultaneously •o Large data set must not result in excessive (more than 1.5 sec) latency Special Requirements: The contractor shall be required to establish and maintain a security clearance level SECRET of all programs, managers, and supervisors involved in the project. The contractor shall be responsible for ensuring all of their tools and software for building this requirement are compliant with USEUCOM cyber security requirements. Draft Statement of Work (SOW) is included in this posting. Submission Details : Interested businesses should submit a brief capabilities statement (no more than 2 pages) package demonstrating ability to provide the products/systems described in the draft SOW. Responses should include a very brief narrative to demonstrate your capabilities and knowledge with programs of this nature. Submissions of catalogs, brochures, and any other documentation that does not require a great deal of preparation or tailoring is allowable. Proprietary/company confidential material shall be clearly marked on every page that contains such. As part of your response, please provide answers to the following questions: 1. Is the item your providing information on a commercial item as defined in FAR part 2.101? 2. If you are the OEM of this item, do you sell directly to the Government? 3. If you are a reseller or distributor of a product you don't manufacture, are there any unique terms or conditions that would restrict any sales to the Government. Due to the overseas location, small business set-asides do not apply.
