Description
Please be advised that the information above outlines the anticipated transition approach of current staff augmentation requirements only and therefore is SUBJECT TO CHANGE. GS3 will also provide strategic readiness for the acquisition of emerging staff augmentation requirements once identified and validated. This information is being provided in an effort to promote industry communication and participation in the upcoming solicitations. The purpose of this notice is to provide an update to Global Staffing Support Services (GS3) and the previous FBO Sources Sought from 2016, W52P1J-16-R-0186. U.S. Army Contracting Command - Rock Island (ACC-RI) is in the process of transitioning our enduring and new professional staffing requirements by task order competitions to the General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) multiple award indefinite delivery indefinite quantity (MA-IDIQ) contract vehicles. ACC-RI will utilize GSA OASIS MA-IDIQ contract vehicles under an umbrella program entitled Global Staffing Support Services (GS3). GS3 is dedicated to professional/knowledge based staffing requirements that utilizes one contracting team to leverage expertise, build on lessons learned, develop and implement the utilization of standardized ordering procedures and processes for the acquisition and post-award administration of ACC-RI supported customer's OCONUS and CONUS staffing requirements. We will transition our enduring and new professional staffing requirements by task order competitions to the GSA OASIS MA-IDIQ contract vehicles. This will provide immediate strategic readiness for current and unidentified emerging staffing requirements and allow greater flexibilities and efficiencies for all parties going forward. GS3 enables our customers, industry partners and ACC-RI to increase efficiencies with the use of templates and sample documents to assist customers in creating acquisition requirement packages necessary to accomplish their mission and provide a streamlined approach to acquisitions and post-award administration. The intent of this notice is to provide industry advance notice of GS3 and the opportunity to provide feedback. Please be advised that the information outlined in the anticipated transition approach to OASIS are projected enduring staff augmentation requirements only and therefore is SUBJECT TO CHANGE. GS3 will also provide strategic readiness for the acquisition of emerging staff augmentation requirements once identified and validated. This information is being provided in an effort to promote industry communication and participation in the upcoming solicitations. GS3 will provide the maximum practicable opportunities in its acquisitions to small business as such no determination has been made regarding OASIS and OASIS Small Business contracts. It is anticipated that small business considerations will be made at the task order level per the mission's requirements along with the results of market research to determine, among other things, whether the criteria in FAR Part 19 are met for setting aside the task order acquisition for small business or whether there are a sufficient number of qualified small business concerns available to justify limiting competition under the terms of the contract.
