Note to Offerors - Price Schedule - Statement of Work/Specifications FORM SF1449 - Solicitation Clauses and Provisions Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13 authorizes the use of simplified procedures for this acquisition. This announcement constitutes the only solicitation; quotations are being requested and a separate written request for quotation will not be issued. This combined synopsis/solicitation will result in one 5-year, fixed-priced, IDIQ ordering contact not-to exceed $350,000.00. (ii) The reference number is __12639518Q0097__ and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.acquisition.gov/far and http://www.usda.gov/procurement/policy/agar.html. (iv) It is anticipated that one contract will be awarded. This is a small business set-aside procurement. The associated NAICS code for this effort is __326199__ and small business size standard is _750 employees_. (v) This requirement consists of _1 or more__ contract line items for cross-vane panel traps based on the Statement of Work (SOW)/Specifications ordered on an as-needed basis. The Note to Offerors with an attached SOW/Specifications is provided in the Attachment to this combined synopsis/solicitation. The offerors shall return the listed items in the Note to Offerors with their quotations. (vi) Delivery and acceptance of deliverables will be FOB destination. (vii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (viii) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) management plan with sample traps offered to meet the Government requirement; (ii) experience; (iii) past performance; and (iv) price. Non-price factors, when combined, are significantly more important when compared to price. A competitive firm-fixed price, indefinite delivery, indefinite quantity award will be made to the responsible firm with the best value quote trading off expected value against probable costs. The quote, at a minimum, must meet or exceed the acceptability standards for the non-cost factors. (ix) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. FAR clauses and provisions and AGAR clauses and provisions identified in the solicitation Attachment are considered applicable to this acquisition. (xiv) Quotations are due to the Contracting Officer via EMAIL no later than 3:00 pm Central Time on Wednesday, _May 9, 2018_. The trap samples are due to the address listed in the SOW at the same time. (xv) The assigned Contracting Officer is Michael Chiodi.
