Description
The items specified in this Pre-Solicitation Notice have previously been referenced in a Sources Sought Notice that referenced solicitation number N0018918R0919. The anticipated release date of the solicitation for this requirement, N0018918QZ334, is on or about 04/20/2018. The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire on behalf of the U.S. Naval Observatory, Astrometry Department, (USNO), a new CCD camera (focal plane instrument) that will allow us to use a 1-meter class telescope for astrometric and photometric imaging of night sky targets. The size of the detector of this camera has to match the available field size of the telescope optics, and the pixel size of the CCD detector has to match the focal length and atmospheric conditions at the Cerro Tololo Interamerican Observatory (CTIO) site. For robotic operation, the camera vacuum system and cooling need to be as maintenance free as possible and vibrations of cooling compressors cannot compromise the astrometric observations. We seek a Commercial off the Shelf (COTS) camera. The camera will consist of a flat window, with optically polished surfaces, vacuum system, a CCD detector, housing, cooling system, electronics and interface to a computer with Linux operating system for camera operations via commands (no graphical user interface needed). A camera shutter is optional and, if provided, shall be able to be removed easily for operations with a 3rd party shutter owned by USNO. Integration of everything (telescope, shutter, filter wheel, filters and camera) is the responsibility of USNO. It is required that the camera shall include a user friendly Linux software development kit (SDK) for easy integration with full access to all camera functions via commands. Note: Filters and filter wheel are not part of this contract - Filters and filter wheel will be acquired through separate contracts. The required items shall be procured through a full and open, competitive acquisition. Delivery is scheduled for July 31, 2018. The NAICS code is 333314 and the size standard is 500 employees. The type of contract anticipated is a firm fixed priced contract. The policies contained in FAR Part 12, Acquisition of Commercial Items, will be used.
