- Performance Work Statement (PWS) SOURCES SOUGHT SYNOPSIS COMPREHENSIVE COST AND REQUIREMENTS (CCaR) SYSTEM SUPPORT AND LISCENSES This is a SOURCES SOUGHT ANNOUNCEMENT and is issued for INFORMATION AND PLANNING PURPOSES ONLY. This is not a SOLICITATION. This is NOT a request for proposal and is not to be construed as a commitment by the Government to evaluate or purchase any goods or services. The Government will not reimburse for information requested nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this sources sought notice. Information received as a result of this notice will become part of our market research and used to determine interest and capability of potential sources. Proprietary information will be protected to the greatest extent provided by law. THIS NOTICE NOR PARTICIPATION FROM THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT. The Defense Security Cooperation Agency (DSCA) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in and the resources to support the DSCA Business Operations Directorate requirements for the Comprehensive Cost and Requirements (CCaR) System to support financial improvement and audit readiness (FIAR), and quality budget including documentation and metrics, and financial management processes and improvements. The Defense Security Cooperation Agency (DSCA) provides financial and technical assistance, transfer of defense articles, training and services to allies, and promotes military-to-military contacts. Achieving DSCA's mission goals requires effective financial management of the unique funding types and practices related to Foreign Military Sales and Foreign Military Financial Administrative funding, as well as the following authorities and appropriations Contract Administrative Services (CAS), Special Defense Acquisition Fund (SDAF), International Military Education and Training (IMET) funds, and Representational Expenditure (REP) funds. These funds are managed through DSCA's Security Assistance Program and Budget Review (SAPBR) process and CCaR is needed to strengthen financial management practices and procedures, and manage a single customizable system, DSCA strives to institute sustainable financial management processes, develop guidance financial policy and guidance as required, and drive effective change throughout the Security Cooperation community through a fully customized system that is unique to our funding types. In addition DSCA will need to procure additional CCaR licenses to further support the additional analysis competed in CCaR. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, CAGE Code, DUNS Number, Company Size, and Socio-economic Category (if applicable). Firms responding to this announcement shall indicate whether they are a large business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business small business (HUBZone). 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
