The Federal Aviation Administration (FAA) is conducting a Market Survey/Request for Information to improve the Government's understanding of the current marketplace and to identify capable sources. Responses to this Market Survey will be used to determine if there is adequate competition to set the requirement aside for a Socially and Economically Disadvantaged Business (SEDB 8(a)), small business, Service Disabled Veteran Owned Small Business (SDVOSB), etc. This survey is being conducted in accordance with FAA Acquisition Management System (AM) Section 3.2.1.2.1. The purpose of this Market Survey is to seek competent and qualified contractors to perform all work necessary to complete a major mechanical sustainment project. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. No contract of any kind will result from this announcement. ______________________________________________________________ NAICS CODE FOR THIS PROJECT IS 236220 - Commercial and Institutional Building Construction with a small business size standard of $36.5 Million. ______________________________________________________________ ESTIMATED DOLLAR VALUE OF PROJECT: BETWEEN $5.0 Million and $10.0 Million. ______________________________________________________________ All areas of the facility will remain occupied and functional throughout the project. This is a 24-hour per day, 365 days per year air traffic control facility with critical operations to support the flying public. Contractors with experience performing successfully at 24-hour critical operations' facilities are encouraged to respond. ______________________________________________________________ SUMMARY OF WORK, INCLUDES, BUT IS NOT LIMITED TO: MECHANICAL Chiller Plant 1) Remove and replace chillers 2) Remove and replace all related control points. 3) Demolish and replace all associated piping to isolation valves. 4) Replace flow, temperature, pressure, and any other related sensors for all chillers and purge units. 5) Remove and replace condenser and chilled water pumps and motors. 6) Replace DDC panel. 7) Add/replace isolation valves where necessary. 8) Provide, install, and maintain temporary chiller units and other associated equipment as needed. EF 310 1) Verify code compliance of fan and ducting for new refrigerant of chillers. 2) Demolish and install new damper actuators. 3) Remove and replace exhaust fan EF-310. Condensing Plant 1) Remove and replace cooling towers, including all associated piping. 2) Redo all trough guard inside and outside the pump house. 3) Install new trough level sensors. 4) Install new insulation. 5) Upgrade all controls. 6) Provide, install, and maintain temporary cooling tower units and other associated equipment. Pump House 1) Install new unit heater. 2) Install new trough guard. 3) Install new isolation valve on header. 4) Install new flat plate heat exchanger (new free-cooling method). Control Wing Basement 1) Remove and replace CRAC units and associated ductwork. 2) Remove and replace all piping, insulation, sensors, and appurtenances up to branch isolation valve. 3) Remove and replace all actuators and dampers for each CRAC. 4) Remove and replace humidifiers and condensate piping for 2 AHU units. 5) Run new conductors for each CRAC. 6) Remove and replace AHU and ducting. 7) Remove and replace smoke detectors. 8) Remove and replace humidifier, hose, and its associated hardware. 9) Remove and replace condensate booster pump with permanent drain. 10) Remove and replace all control and isolation valves, including actuators. 11) Remove and replace inlet damper and actuator. 12) Remove and replace all piping, insulation, sensors, and appurtenances up to branch isolation valve. 13) Add balancing valves to HWR and CWR piping. 14) Convert as-built shop drawings to FAA standard baseline drawings. Building Automation Controls 1) Restore existing controls, including appropriate modifications as required to achieve full operational status. 2) Remove and replace existing controls. 3) Coordinate installation of building automation controls with designated vendors, which may include utilization of a local subcontractor designated by FAA. 4) Communications for the new and existing building automation control systems shall conform to BACnew protocols. ARCHITECTURAL Fire Stopping 1) Inspect and augment fire-stopping per specs. Stairway 3 1) Install swing gate 2) Install emergency light with battery backup at basement level. HOST Mechanical Room 1) Remove drop ceiling and acoustical wall panels. 2) Refit sprinkler heads and smoke detectors to fixed ceiling. 3) Add or remove smoke detectors and re-program fire panel if needed. 4) Remove wall panels and support structures and address wiring issues. HOST Computer Room 1) Clean existing neutral-colored panels. 2) Remove and replace red/orange panels with approved panels. 3) remove and replace ceiling tiles. 4) Provide support system for removable sections of tiles and grid system above HC power panels. 5) Install seismic bracing on ceiling grid. 6) Remove and replace water cooler with model type which allows bottle filling. Chiller Room 1) Paint walls and attached piping. 2) Repair the foundation slab leaking into the chiller and boiler room. Floor Finishes 1) Remove existing VCT and replace with epoxy coating flooring material. 2) Remove and replace the boiler room, chiller room, and ramp area floors with new interlocking tiles. Remove and replace cove base and transitions. Pump House Addition 1) Per specifications and drawings. Control Wing Basement (CWB) 1) Remove and replace doors and hardware. 2) Provide new aluminum steps, landing, and guard rail. ELETRICAL Pump House 1) Remove and replace 3 pump motors. 2) Install Variable Frequency Drives (VFDs) for new pump motors. 3) Remove and replace existing disconnecting switches with local disconnect switches incorporating make-before-break auxiliary contact. 4) Re-located or replace sump controls and level sensors. 5) Remove and replace freeze protection equipment. 6) Remove and replace lighting with LED. 7) Provide electrical power circuit for new unit heater in new Electrical Room addition. Condensing Plant 1) Electrically install cooling tower fan motors. 2) install VFDs for fan motors. 3) Remove and replace existing e-Stop switches with local disconnect switches. 4) Install lightning protection on new cooling towers and bond to existing grounding electrode conductor. 5) Install LED lighting on and under existing access platform and on exterior of cooling towers. 6) Install new 110Vac receptacle convenience outlets on new cooling towers. 7) Bond all metal structures to existing grounding electrode conductor. Chiller Room 1) Remove and replace chilled water pumps. 2) Install VFDs on chilled water pumps. 3) Upgrade electric controls. 4) Remove and replace chillers. Other Chiller/Control Wing Basement 1) Replace branch circuit wiring. 2) Remove and replace 1st-level MCCs as designated. 3) Provide circuit breaker coordination between MCCs and CBs. 4) Perform Harmonic Distortion testing at points of common connection and install dynamic harmonic correction devices. HOST Computer Room 1) Install signal reference grip under HOST computer room raised floor. 2) Install 4/0 grounding bare copper around HOST room floor. 3) Remove/recondition the HC power panels and transfer switches. 4) Install new diffusion lenses in all 2' x 4' lay-in trough-style luminaires. B120A (Four-Channel Room) 1) Demo all electrical work in demo area not related to general room lighting. 2) Provide electrical services for replacement of HVAC equipment. Other Electrical 1) Remove and replace lighting protection for AHU unit. 2) Run new conductors for AHU from power panel. 3) Remove and replace power conductors for AHU. OTHER Hazardous Materials 1) Test/abate mold near drinking fountain. 2) Test/abate mold in HOST Mechanical Room. 3) Remove ACM by abating floor tile and mastic. ACM is trapped by walls built over floor tile and is entrapped. Demo area and build back to shell as admin office area for RDC use. Civil 1) Test/replace underground hydronic piping. 2) Evaluate/modify cooling tower access platform. 3) Provide shelter in/at pump house for VFD electrical enclosures, including demolishing existing sidewalk, excavating for new foundation, constructing new foundation and electrical room, and installing lightning protection system for new electrical room. 4) Non-destructive geotechnical investigation of all foundations. Electronic Safety and Security 1) Remove and replace refrigerant monitoring system. 2) Remove and replace fencing around cooling towers. Fire Protection 1) Re-orient sprinkler heads in HOST room. 2) Re-install smoke detectors in HOST room. 3) Install VESDA air sampling tubing in HOST room. 4) Install notification devices in Telco area. Plumbing 1) Remove and replace drinking fountain in HOSE room with unit incorporating bottle filling feature. Other 1) Demolish temporary offices. 2) Remove and replace wired safety glass no longer in compliance of code in ramp area and CCMS room.
