- The U.S. Army Contracting Command- New Jersey (ACC-NJ), Picatinny Arsenal, NJ on behalf of the Project Manager for Combat Ammunition Systems (PM CAS) is conducting a Market Survey to identify potential sources that are capable of producing and storing the 60mm Legacy/Lightweight Mortar Weapon Systems, the 81mm Legacy/Lightweight Mortar Weapon Systems and 120mm Mortar Weapon Systems to include the 60mm, 81mm and 120mm associated Basic Issue Items (BII) and Direct Support (DS) Tool Kits, Additional Authorized List (AAL) Components, and the M326 120mm Mortar Stowage Kit (MSK). The purpose of this market survey is to obtain current information on the capability of potential sources to deliver these weapon systems starting in Fiscal Year (FY) 2020. The Government estimates that approximately 2,500 60mm Mortar Systems, 1,500 81mm Mortar Systems, and 1,000 120mm Mortar Systems may be purchased over a five year period. In addition, the approximate required storage for these mortar weapon products is approximately 25,000 square feet. Shipping of Mortar Systems from the storage location shall be necessary. NOTE: Cannon production capabilities are not required as part of this action. A 5-year Firm Fixed Price, Indefinite Delivery/Indefinite Quantity production contract (with five one-year ordering periods) covering FY20-FY24 requirements is anticipated. Each Mortar Weapon Systems is broken out as follows: 1. 60mm Legacy Mortar System: M224 a. Baseplates: M7 and M8 b. Bipods: M170 c. Basic Issue Items (BII) for 60mm Legacy Mortar Weapon System d. BIIs for the M1101 Cargo Trailer 60mm Legacy/Lightweight Mortar System: M224/M224A1 The M224/M224A1 Mortar Weapon Systems provide organic indirect fire support capability to airborne, air assault, light infantry, mountain, and special operation forces at the company level. The 60mm mortar weapon systems provide lightweight, high angle of fire, smooth bore, man portable, muzzle loaded mortar with high rate-of-fire capabilities. The M224 Mortar Weapon System consists of two 60mm lightweight baseplates, the M7 and M8, one M170 bipod, and one M225 Cannon. The M224A1 LW Mortar Weapon System consists of two 60mm lightweight baseplates, the M7A1 and M8A1, one M170A1 lightweight bipod, and one M225A1 Cannon. The M7 and the M8 baseplate assemblies shall be produced from forged aluminum alloy materials. The approximate size of the M7 60mm baseplate is 18 inches diameter and 6 inches height and weights 14.4lbs. The approximate size of the M8 60mm base plate is 10in. X 7in. X 3in. and weights 3.6lbs. The M7A1 and the M8A1 baseplate assemblies shall be produced from lightweight materials. The approximate size of the M7A1 60mm baseplate is 18 inches diameter and 6 inches height and weights 9.2lbs. The approximate size of the M8A1 60mm base plate is 12 inches diameter and 3 inches height and weights 4.5lbs. Manufacture of the baseplates shall require the capability to forge, machine to final dimensions and heat treat high strength aluminum to reduce stress and achieve the material strength requirements to meet the required physical and mechanical properties of the designs. Hard protective coat anodizing of the final product will be required. The M170/M170A1 60mm bipod assemblies will be required to meet the physical and mechanical properties for the design and shall require the capability to fabricate and assemble struts, gears, springs and various other piece parts from high strength aluminum, titanium,, steel, and plastic. Potential offerors should possess experience in fabricating, machining, welding, and inspecting aluminum components, and machining and inspecting gears or show prior manufacturing experience with designs of similar complexity. The 60mm M170 bipod is an A-Frame bipod that weights 15lbs., the item size is approximately 30in. X 19in. X 10in. The 60mm M170A1 lightweight bipod is an A-Frame bipod that weights 12.85 lbs., the item size is approximately 30in. X 19in. X 10in. The M225 Cannon consists of 60mm Barrel, an aluminum Handle and Firing Mechanism (H&F Mech) Assembly, Firing Pin, and associated mounting hardware. The Barrel and the Firing Pin are manufactured from steel and the barrel is approximately 40ins. long and weights 14.5 lbs. M225A1 Cannon consists of a 60mm Barrel, an aluminum Handle and Firing Mechanism (H&F Mech) Assembly, Firing Pin, and associated mounting hardware. The Barrel is approximately 40ins. long and weights 13.0 lbs. The H&F Mech Assembly contains a Tritium-filled Range Indicator as part of its assembly so the potential offeror will need to have the appropriate Radioactive Material and Handling License in place for storage. 81mm Legacy/Lightweight Mortar System: M252/M252A1 The M252/M252A1 81mm Mortar Weapon Systems provide organic indirect fire support to light infantry, air assault, and airborne units across an entire battalion front with sufficient range to engage target out to the limit of the battalion zone of influence. The 81mm mortar weapon systems are a smooth bore, muzzle loaded weapon that features a high rate of fire, extended range, and increased lethality over the 60mm systems. The M252 Mortar Weapon System consists of one M3A1 baseplate assembly, one M177 bipod, and one M253 Cannon. The M252A1 LW Mortar Weapon System consists of one M3A2 lightweight baseplate assembly, one M177A1 lightweight bipod, and one M253 Cannon. The M3A1 81mm baseplate assembly is produced from forged aluminum alloy materials and has the approximate size of 22 inches diameter and 6 inches height. The M3A2 81mm lightweight baseplate assembly is produced from lightweight materials and has the approximate size of 22 inches diameter and 6 inches height. Manufacture of the baseplates shall require the capability to forge, machine to final dimensions and heat treat high strength aluminum to reduce stress and achieve the material strength requirements to meet the required physical and mechanical properties of the designs. Hard protective coat anodizing of the final product will be required. The M177/M177A1 bipod assemblies manufacture shall meet the required physical and mechanical properties for the design and will require the capability to fabricate and assemble struts, gears, springs and various other piece parts from high strength aluminum, titanium, steel, and plastic. Potential offerors should possess experience in fabricating, machining, welding, and inspecting titanium components, and machining and inspecting gears or show prior manufacturing experience with designs of similar complexity. The 81mm M177 bipod is a K-Frame bipod that weights 27lbs, the item size is approximately 39in. X 25in. X 11in. The 81mm M177A1 lightweight bipod is an A-Frame bipod that weights 19lbs, the item size is approximately 33in. X 17 in. X9in. The M253 Cannon consists of an 81mm Barrel and Firing Pin manufactured from Steel and the Barrel is 4ft 7in long and weights 30.5lbs. 120mm Mortar System: M120A1 (Towed) and M121 (Carrier-Mounted) 120mm, M326 Mortar Stowage Kit, and M1101 Cargo Trailer The M120A1 Towed/M121 Carrier Mounted 120mm Mortar Weapon Systems provide organic indirect fire support to battalion maneuver commanders and can rapidly respond to hostile threats. The 120mm weapon system increases range, lethality, illumination, and smoke screening effectiveness in Infantry Brigade Combat Teams (IBCTs) and Armored Brigade Combat Teams (ABCTs). The M120A1 Towed/M121 Carrier-Mounted 120mm Mortar Weapon Systems consist of one M9A1 baseplate assembly, one M191 bipod, and one M298 Cannon. The 120mm M9A1 baseplate assemblies will be produced as a weldment. The approximate size of the M9A1 base plate is 36.25in. X 35.62in. X 15in. and weighs 136 lbs. Manufacture of the baseplate will require the welding, machining to final dimensions, and heat treatment of high strength steel to reduce stress and achieve the material strength requirements to meet the required physical and mechanical properties of the designs. Hard protective coat anodizing and CARC painting of the final product will be required. The M191 120mm bipod manufacture shall meet the required physical and mechanical properties for the design and will require the capability to fabricate and assemble struts, gears, springs and various other piece parts from high strength aluminum and steels from machining, castings and forgings. Potential offerors should possess experience in fabricating, machining, welding, and inspecting components, as well as machining and inspecting gears or show prior manufacturing experience with designs of similar complexity. The M191 120mm bipod is an A-Frame bipod that weights 87lbs, the item size is approximately 40.0in. X 20.0in. X 16.0in. The M298 Cannon Assembly is machined, from a steel forging and is 69ins. long and weighs 110lbs. The BAD is utilized only in the M121 System configuration and is a truncated cone shape with a collar mechanism that is attached to the M298 Cannon. It is made out of steel and is approximately 9ins long with a maximum diameter of 9.2 inches. Potential offerors should possess experience in fabricating, machining, forging, and heat treating high strength steel. The M326 Mortar Stowage Kit is designed to be used with the M120mm mortar weapon that will allow the mortar to be stowed on a standard M1101 cargo trailer as a complete unit which can be easily transported, emplaced and readied for fire, and dis-emplaced and readied for transport with minimal handling. Basic Issue Items (BII) BII are essential items that are required to place the mortar weapon system in operation, to operate it, and to do emergency repairs. Although shipped separately packaged, BII must be with the mortar weapon system during operation. BII consist of Commercially-Off-The-Shelf (COTS) items such as screwdrivers as well as custom manufactured items such as spare firing pins, cartridge extractors and bore brushes. M67 Sight Unit The M67 Sight Unit is an optical instrument providing self-illuminating sighting capability for indirect fire. This unit serves to lay the mortar for deflection and elevation. The M67 contains Tritium as do the aiming post lights, and range indicator. The aiming post lights are positioned during initial laying procedure of the mortar weapon system at night or in low light conditions. The range indicator is used to position cannon tube to estimated target range in hand held mode. A Nuclear Regulatory Commission (NRC) license is required for handling and storage of these items. Direct Support Tools (DS) DS are essential items that are required to maintain, disassemble, reassemble, and repair the mortar weapon system. The DS tool kit contains some COTS items, as well as custom manufactured items such as drill guides, wrenches and socket heads. Additional Authorized List (AAL) AAL are components issued to the mortar crews and procured on an as needed basis. The M45A1 Boresight is an optical instrument used to align the axis of the bore of the mortar with a distant aiming point. AAL also includes ear plugs. Storage Storage of Mortar Weapon Systems includes providing a storage facility that can store mortar products for the life of a 5 year contract. Required storage for these mortar weapon products is approximately 25,000 square feet. The storage location shall also have appropriate environmental, handling, and security procedures and protocols in place for the storage of Mortar Weapons Systems, Government Furnished Equipment, Cannons and Tritium components. Responsibilities at the Storage Location shall consist of identifying and assembling all items into fielding sets, i.e. assemblies, subassemblies, tools kits, parts, BII kits, Additional Authorization List (AAL), Components of the End Item (COEI), manuals, etc., that make up each of the identified systems. Shipping of Mortar Systems from the storage location shall be necessary. To be considered a capable source for this effort, all interested sources must submit the following information: a. Name of company, address, telephone number, email address, point of contact, CAGE code, DUNS number, Tax ID number, and business size information; b. A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, website, potential partnering/teaming arrangements, and capabilities; c. Past manufacturing experience in mortar weapon systems or items of similar complexity d. A description of the company's existing production capacity, their projected monthly production and delivery capability, and their ability to meet the Government's minimum production rate of 50 units per month with the maximum capability to achieve 165 units per month; e. A description of facilities/storage/equipment, manufacturing processes, inspection capability, personnel, and Quality Management System certifications or standards used; f. Tooling, fixtures and production process to include inspection and maintenance plans; g. Experience with kitting and inventory management h. Ability to handle and store Tritium; i. Ability to receive, handle, secure, and store Government Furnished Property (GFP) Technical data for all systems listed above are marked Distribution D, therefore data distribution will only be authorized to the Department of Defense (DoD) and its DoD contractors. The technical data package (TDP) will not be available until a possible solicitation is formally issued. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the United States Government (USG). No award will be made as a result of this market survey. No award will be made as a result of this market survey. The USG will not pay for any information submitted nor for any costs associated with providing this information. Interested sources should provide this requested information requested in this notification by 18 May 2018. All information submitted will be held in a confidential status. The USG is not obligated to notify respondents of the results of this market survey.
