Description
Pentacam AXL Solicitation Synopsis for a Pentacam AXL: This is a combined Sole Source Synopsis / Solicitation published for informational purposes only. This proposed action is for the procurement of a Pentacam AXL corneal topography system and corresponding accessories. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 339112: Surgical and Medical Instrument Manufacturing. Business size standard for NAICS 339112 is 1,000 employees. PSC/FSC code: 6540: Ophthalmic Instruments, Equipment, and Supplies. The proposed source is Oculus, Inc. located at 17721 59 th Ave. NE., Arlington, VA 98223-6446. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government, if received by Tuesday, 24 April 2018, 12:00 P.M. EST. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The Oculus Pentacam AXL allows for measurement of the posterior cornea as well as detailed evaluation/imaging of the anterior segment including 360 degree anterior chamber angle measurement, horizontal white-to-white measurements, and crystalline lens densitometry. Currently biometry and topography are used for preoperative measurements in the clinic for standard preoperative evaluations. Ectasia evaluations require a separate appointment in refractive surgery. The Pentacam AXL is the only machine on the market which can perform all of the requested measurements without the need for additional equipment to be purchased. The software on the Pentacam is used across the Air Force and DOD and allows for comparison/progression analysis. There is no other known product that can independently provide the spectrum of information needed and would require two machines to provide topography, tomography, biometry, and photography. Adding two pieces of equipment in the office would require additional space, and two input times thereby doubling the amount of work and patient movement. The proposed sole source is the only known source able to satisfy the Government's requirements. Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination.
