Description
Notice of Intent to Sole Source The Centers for Disease Control and Prevention (CDC), Nation Centers for Environmental Health, Division of Laboratory Sciences intends to award a sole source firm-fixed price equipment purchase contract to Hamilton Robotics 4970 Energy Way Reno, NV 89502. This contract will be for 120 days from time of award. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The purpose of this acquisition is to maintain required blood spotting functionality within the CDC Newborn Screening Laboratory. The objective of this acquisition is to obtain new semi-automated, custom robotic blood spotting equipment. The CDC Newborn Screening Laboratory creates approximately 1,000,000 blood spots in the laboratory every year and distributes these blood spot materials to more than 700 newborn screening laboratories around the world, as directed by the Newborn Screening Saves Lives Act of 2014 (Public Law No: 113-240). The dried blood spot quality assurance material production process requires custom, sophisticated, semi-automated, robotic equipment capable of pulling small and large volumes of blood from specialized containers and distributing blood, without lysing red blood cells, in a precise, programmable manner onto customized newborn screening filter paper cards held by a custom holding apparatus. The blood spotting equipment must be highly reliable and capable of work in a high-throughput production environment. The equipment currently used for this purpose is becoming functionally obsolete and is no longer available for purchase or able to be covered by a service contract. Equipment currently used in the laboratory was purchased in 2001 and was manufactured by Titetek Instruments Inc. Titertek no longer makes a comparable instrument nor will provide service coverage for existing equipment. Technical Criteria: • Must work with existing custom blood mixing equipment • Must work with existing custom filter paper racks • Must hold at least 2 custom filter paper racks • Must have a minimum of 15 1000 uL channels. • Must spot 75-100 uL of whole blood onto custom filter paper cards. • Must spot blood without lysing red blood cells. • Must spot blood from 5 different blood pools onto 9 filter paper cards in custom rack in less than 2 minutes. • Must have software-driven volume correction for viscous solutions. Hamilton Robotics is the only source to can provide the Hamilton Blood Spotting Robots. The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Hamilton Robotics. Hamilton Robotics is the only source available to provide this equipment that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
