- Request for Proposal-Solicitation EQ5P2SS2F1-18-0111 The U.S. General Services Administration (G.S.A.) Great Lakes Region 5, is announcing an opportunity for the "AJC Vending Room Paint" project at the Anthony J. Celebrezze Federal Building at 1240 E 9th St, Cleveland, OH 44199. The scope of work of this includes preparing and painting 8 vending room walls per the scope of work. Deviations from these contract documents will not be allowed without expressed written consent of the G.S.A. Contracting Officer. This procurement is a total small business set aside. The North American Industrial Classification Code (NAICS) is 236220 with a size standard of $36.5 million. The total estimated construction cost of this project is less than $25,000. This is a negotiated procurement; there will NOT be a public bid opening. Issuance of this solicitation does not warrant that funds are presently available for award. Award of the contract shall be subject to the availability of appropriated funds, and the Government shall incur no obligation under this solicitation in advance of such time as funds are made available to the CO for the purpose of contract award. The awardee will be competitively chosen using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the government. The offeror will be required to submit a lump sum price and cost breakdown. The basis of award shall be to the bidder with the "Lowest Price Technically Acceptable." The government reserves the right to make award on initial offers. The solicitation cited above can only be obtained by accessing the secure website FedBizzOpps (FBO). FBO is designed to safeguard sensitive but unclassified (SBU) acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (www.SAM.gov). Registration in both SAM and FBO is required in order to download solicitation documents and is used to validate vendor identity. Contractors not registered in these systems will be ineligible for award. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s) if any to the solicitation. Offers will be due on 5/17/2018 by 4:00pm (CT). An award is anticipated before 6/5/2018.
