Description
NIH-RFQ-4911880 TWO-WAY RADIOS, ADD-ONS, ACCESSORIES Amendment 3 to RFQ #NIH-RFQ-4911880 extends the response due date until Wednesday, April 18, 2018 at 5:00 p.m., provides a brand name or equivalent justification, and provides answers to questions submitted by vendors. BRAND NAME OR EQUIVALENT JUSTIFICATION NIH requires the Motorola brand name digital portable two-way radio or equivalent because National Institutes of Health's (NIH), Center for Information Technology (CIT), Facility Infrastructure Services (FIS) is currently operating an ASTRO SmartZone Simulcast Wide Area 12.5-kHz Narrowband Multimode (Analog/Digital) Trunked Land Mobile Radio (LMR) system operating in the UHF 406-420 MHz range at a 3600 Baud Rate. This LMR is of Motorola design and consist of (5) five simulcast sites and (2) two wide area IntelliRepeater (IR) sites with Dispatch Console Operations and System Management. The LMR system supports Electronics Industry Alliance (EIA)/Telecommunications Industry Association (TIA)/Project 25 (P25) compliant standards for encryption DES-Output Feedback (DES-OFB), AES and Common Air Interface (CAI). All new radios must comply with the above specifications to properly function on the existing NIH/CIT/FIS/LMR Network. Due to the sensitive nature of the NIH's work, additional physical security mechanisms are needed to provide for device tamper detection and protect the network from being maliciously compromised. Quotations submitted for equivalent items must include technical specifications. QUESTIONS Q1 Is FIPS 140-2 Level 3 certification required? A1 Yes. Q2 Is 3600-baud required? A2 Yes.
