Description
RFI - Full Version This REQUEST FOR INFORMATION (RFI) is issued for informational and planning purposes only. This RFI is NOT a Solicitation; nor does it commit the Department of Health and Human Services (HHS) to issue a solicitation, make any award, or pay any costs associated with responding to this announcement. The information requested herein will be used within the HHS, Biomedical Advanced Research and Development Authority (BARDA); and the Office of Acquisition Management, Contracts & Grants (AMCG) to facilitate program breakthrough capabilities as it relates to ENACT. The expectation is for ENACT is to solve the problem of late identification of exposures or infections and cascading signals to illness and death. Late, or no diagnosis of infections, including those from influenza, sepsis, and other respiratory diseases delays or prevents treatment and also contributes to increased risk of further transmission because delays in disease reporting leads to late, or no, warning of outbreaks in communities. For example, exposure to deadly doses of chemical agents is often not known until symptoms appear. Early identification is critical for time-sensitive action by the individual, and as a signal to family, caretakers, first responders, health care workers and public health officials in the affected community. ENACT will seek to identify, characterize, and broadly adapt biological, biometric, behavioral and physiological signatures (henceforth known as health signatures) that can determine health status among pre-exposed pre-symptomatic and exposed pre-symptomatic disease stages, and predict health outcomes from recovery to homeostasis or progression to severe illness and death. The ability to measure these health signatures will be implemented either near-person (in the home) or on-person devices and technologies. The devices, sensors and algorithms developed will be used to inform care at the level of the individual to be used by family members, caretakers, first responders, and at the community and federal level. Individuals who employ these technologies will be warned of any potential changes to health status from a wide variety of threats while public health officials would be alerted of any data trends that can be seen on a regional and national level for actionable response. The goal of this RFI is to gain information from industry regarding the ability to identify novel tools and technologies at an appropriate technological maturity levels such that they could support field studies within the next one to two years. These tools and technologies should allow operation in a continuous or semi-continuous fashion. Sensor modalities should be non-invasive, allow for ease of use in an "over the counter" untrained setting. Likewise, to develop novel approaches to identify exposures to natural or man-made threats before onset of symptoms to provide actionable information to the affected individual. The technologies and tools should be developed in an open source nature that can be easily integrated and connected to a variety of software and hardware in order to be used in an interconnected ecosystem that can be adapted with both existing and future technologies. Technologies sought include but are not limited to direct pathogen detection or the use of indirect indicators of biological, behavioral, and physiological markers such as through conserved cell function, immune host-response, biochemical markers, biophysical markers and/or any combination of indirect indicators.
