- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source fixed price contract with Life Technologies Corporation, 3175 Staley Rd, Grand Island NY 14072, for the purpose of procuring specialized laboratory instruments. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 Analytical Laboratory Instrument Manufacturing; the size standard is 1,000 employees. The FBI Laboratory Scientific Response and Analysis Unit (SRAU) has a need to procure one AB 33500XL Genetic Analyzer HID for use at a HEAT facility/Partner Laboratory in Maryland. The 3500XL series is a new generation Genetic Analyzer designed with specific features and workflow for the human identification process. The system being procured is a commercial item manufactured only by Thermo Fisher Scientific and distributed by Life Technologies, and it is currently validated and in use by the DNA casework Unit (DCU) at the FBI Laboratory. For quality assurance purposes, instruments to be used by DCU Hazardous Evidence Analysis steam (HEAT) members at a HEAT facility/Partner Laboratory should be the same as those that have been validated and in use at the FBI Laboratory. This will allow the SRAU to accomplish its mission of enduring the forensic DNA examinations can be carried out on evidentiary contaminated with hazardous chemicals materials. Based on market research, it has been determined that Life Technologies is the sole distributor of the 3500L Genetic Analyzer HID and therefore it is the only company capable of fulfilling this requirement. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, 23 April 2018, by e-mail to the attention of Eliana York, Contracting Officer, at ecyork@fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
