- NASA/NSSC has a requirement for Emerging Commercial Space Communication & Navigation (C&N) Market Assessment The contractor shall: 1. Assess both the evolving traditional and newly-emerging ("newspace") commercial market for space communications and navigation (C&N) systems, technologies and service offerings for the timeframe 2025-2040. The "commercial market" is defined in the National Space Policy of the United States of America as being "space goods, services, or activities provided by private sector enterprises that bear a reasonable portion of the investment risk and responsibility for the activity, operate in accordance with typical market-based incentives for controlling cost and optimizing return on investment, and have the legal capacity to offer these goods or services to existing or potential nongovernmental customers." 2. Compare NASA mission C&N requirements during this timeframe (provided by the relevant Government-Furnished Information, below) to future commercial C&N service offerings identified in subtask 1, above. For each mission category, identify such commercial technologies and services that could potentially support some or all mission requirements: a. without technical modifications (i.e. procurable as straightforward COTS services); b. without technical modifications but which would be enabled by significant NASA market participation (e.g. through partial financing, as an early-adopter or committed anchor customer); c. with minimal technical modifications to software, hardware, and/or other reasonable configuration changes that might be negotiated between NASA and the commercial provider, with NASA playing either an active or passive technical role in effecting such modifications. 3. Based on the findings of subtask 2, above, evaluate NASA's potential economic impact on the commercial C&N market (in 2017 USD annual revenue) under two different scenarios: a. Scenario 1 (Laissez-faire): NASA acquires or procures needed capabilities that are offered commercially as would any other customer without pursuing national or international strategies to promote commercial research, development and/or deployment; and b. Scenario 2 (Public-private partnerships): Through public-private partnerships NASA collaborates with the commercial sector, other US Government agencies, and/or international partners to catalyze commercial R&D and strategies aimed at promoting growth of the commercial C&N industry and mitigating barriers to entry, deployment and growth of new C&N technologies and services, specifically if: I. NASA provides technical expertise or technology, and/or ii. NASA provides development and test facilities to vendors, and/or iii. NASA provides domestic and/or international spectrum support (e.g. FCC, ITU-R) and de jure and ad hoc (aka ‘market-driven') standards support (e.g. ITU-T, IETF) to facilitate emerging technologies and services. This valuation should also identify-qualitatively and/or quantitatively as appropriate- traditional market risks and opportunities, in particular events or conditions that could alter the size and viability of the commercial market (either in general or with respect to a particular service). 4. Prepare interim presentations on the results of subtasks 1 and 2 and prepare a written report on the results of the assessments in subtasks 1, 2 and 3. Additional requirements: 5. Each subtask assessment shall include, as appropriate, assumptions, categorization into industry segments, quantitative estimation of capabilities and services forecast, estimation methodology, annual revenues and growth rates by industry segment, trend analysis and outlook, conclusions, issues, and recommendations. 6. Industry segments shall include as a minimum: a. Established commercial satellite and space C&N entities; b. Recent and significant aspiring entrants to the commercial space C&N sector ("newspace" organizations); 7. The market assessment shall be performed by a commercial firm with an established industry reputation for independent market analysis and forecasting for any portion of the aerospace industry. 8. Contractor personal will be required to sign Non-Disclosure Agreements for access to the confidential GFI. Government Furnished Information: At the start of the contract, NASA shall furnish available, non-proprietary but confidential information to aid in performing the market assessments over the specified timeframe, including: a. NASA's Space Communications Mission Model (SCMM), a reference for planned NASA missions; b. Information on traffic estimates and related C&N requirement for anticipated NASA missions during the timeframe under study; c. SCaN white paper "The Strategy for Evolving Space Communications and Navigation through 2040"; d. Other key documents describing current NASA reference C&N architecture and alternatives. NASA shall furnish updates to GFI as it becomes available and may, at its discretion, provide additional reference material to the Contractor upon request. Deliverables: 1. PowerPoint briefing delivered to NASA describing the findings of subtasks 1 and 2 NASA will provide feedback, questions, suggestions and/or or actions; 2. Draft report on evaluation conducted in subtask 3. NASA will review and provide feedback, questions, suggestions and/or actions; 3. Final Report describing finding of subtasks 1 and 2, and on the evaluation conducted in subtask 3, which shall include/reflect responses to NASA's feedback, questions and/or actions provided for deliverable 1 and 2. The estimated period of performance or lead-time for delivery is July 13, 2018. NASA/NSSC intends to issue a sole source contract to Northern Sky Research, LLC 124 Mount Auburn St Ste 200N, Cambridge, Massachusetts 02138-5787 under the authority of FAR 13.106-1(b)(1)(i). NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/Goddard Space Flight Center The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 541990. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on May 2, 2018. Such apabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
