- Intent to Sole Source Follow-on Contract to SERDP Project ER-2538, entitled "Field Testing a Passive Multisampler to Measure Dioxins/Furans and other Contaminant Bioavailability in Aquatic Sediments" to the University of Rhode Island (URI). The United States Army Corps of Engineers (USACE) intends to award a sole source cost type contract to URI for a follow-on effort to their limited scope SEED contract, W912HQ-14-P-0108. The purpose of this research is to further develop and field test an in situ passive multi-sampler to quantify polychlorinated dibenzo-p-dioxins and dibenzofurans (dioxins/furans), and other hydrophobic organic contaminants. No competition is being sought. URI is the only responsible source that can satisfy agency requirements as this is a follow-on contract for the continued provision of a highly specialized research and development project. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The period of performance is two years. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted; however, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
