- THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT AN INVITATION FOR BID. This is a competitive 100% Small Business set aside procurement utilizing FAR Part 14 Sealed Bidding. This project is to provide all labor, management, supervision, tools, materials, equipment, incidental engineering, and transportation necessary to provide design/build for replacing (2) condensers and (2) air handlers servicing Building 116 at Naval Base San Diego, San Diego, California. The construction work shall include demolition and new work. Demolition of existing split DX (R-22) HVAC systems, controls, and accessories is required. Provide completely new split DX (R-410A) air conditioning system. Provide new DDC control and connect the new air conditioning system to the existing AWEMS. Provide commissioning services and report for new equipment and controls. The North American Industry Classification System (NAICS) Code for this acquisition is 238220 “ Plumbing, Heating, and Air-Conditioning Contractors with a corresponding small business size standard of $15 million. The FAR 36.204 construction cost magnitude of this project is $500,000 to $1,000,000. THE SOLICITATION WILL BE AVAILABLE ONLY IN ELECTRONIC FORMAT. The solicitation will be posted to the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil on or around May 7, 2018. IT IS THE CONTRACTOR ™S RESPONSIBILITY TO CHECK THE WEBSITES DAILY FOR ANY AND ALL AMENDMENTS TO THIS SOLICITATION. Prospective bidders MUST register themselves on the aforementioned websites. Plan holders lists will not be faxed and will be available only at the NECO internet website address listed above. Receipt of bids and subsequent public bid opening will be on or about June 7, 2018 at 10:00 a.m. local San Diego, CA time. The sole site visit for this procurement will be listed in the solicitation when released with instructions to bidders who wish to attend the site visit.
