- THE ATTACHED LIST CONTAINS THE 148 NON-COMMERCIAL ITEMS THAT MAY BE PROCURED. THE SOLICITATION IS A REQUEST FOR PROPOSALS (RFP), FOR A FIVE (5) YEAR REQUIREMENTS TYPE CONTRACT WITH A THREE YEAR BASE AND TWO (2) ONE-YEAR OPTIONS FOR COMMERCIAL SUPPLIES. A REQUIREMENTS CONTRACT PROVIDES FOR FILLING ALL ACTUAL PURCHASE REQUIREMENTS OF A DESIGNATED GOVERNMENT ACTIVITY, IN THIS CASE, THE NAVAL SUPPLY WEAPONS SYSTEM SUPPORT (NAVSUP WSS) NUCLEAR DIRECTORATE, FOR SUPPLIES DURING THE SPECIFIED CONTRACT PERIOD (FROM ONE CONTRACTOR). NECO OFFERS WILL NOT BE ACCEPTED. THE 148 NSNS WHICH MAY BE PROCURED ARE INCLUDED IN THE ATTACHED LIST. THE SOLE SOURCE FOR THESE ITEMS IS PARKER HANNIFIN, CAGE 62144. TO BE CONSIDERED FOR AWARD OF THE LONG TERM REQUIREMENTS CONTRACT, A DISTRIBUTOR MUST PROVIDE FIXED PRICING FOR THE THREE YEAR BASE PERIOD, AND FIXED PRICING FOR EACH OPTION PERIOD, FOR ALL OF THE 148 NSNs ON THE LIST. IN ORDER FOR YOUR OFFER TO BE CONSIDERED, YOU MUST SUBMIT THE ENTIRE RFP COMPLETED AND SIGNED, PRIOR TO THE CLOSING DATE/TIME LISTED ON THE RFP. THE SOLICITATION NUMBER IS N00104-18-R-B002. One or more of the items under this acquisition IS subject to: FREE Trade Agreements Act, IF DFARS 252.225-7036 BUY AMERICAN ACT-FREE TRADE AGREEMENTS-BALANCE OF PAYMENTS PROGRAM IS INCLUDED IN THE SOLICITATION AND/OR THE WORLD TRADE ORGANIZATION GOVERNMENT PROCUREMENT AGREEMENT AND FREE TRADE AGREEMENTS, IF DFARS 252.225-7021 TRADE AGREEMENTS, IS INCLUDED IN THE SOLICITATION. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Based upon market research, the Government is NOT using the policies contained in far Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. HOWEVER, INTERESTED PERSONS MAY IDENTIFY TO THE CONTRACTING OFFICER THEIR INTEREST AND CAPABILITY TO SATISFY THE GOVERNMENT'S REQUIREMENT WITH COMMERCIAL ITEMS WITHIN 15 DAYS OF THIS NOTICE. Per FAR 5.203(C), the Contracting Officer has established a 30 day solicitation period for this acquisition. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. IN ACCORDANCE WITH DFARS PGI 206.302-1, NAVSUP WSS HAS ISSUED A SOURCES SOUGHT NOTICE FOR THE CURRENT REQUIREMENT AND WILL ISSUE SOURCES SOUGHT NOTICES FOR ALL FUTURE REQUIREMENTS IN EFFORTS TO INCREASE COMPETITION FOR PROCUREMENTS OF THESE ITEMS. A SMALL BUSINESS REVIEW WAS COMPLETED FOR THIS CONTRACT AND APPROVED BY BOTH THE SMALL BUSINESS SPECIALIST AND CONTRACTING OFFICER.
