Description
Reactor Conversion U-Mo Alloy Commercial Casting Capability • I. SCOPE Battelle Energy Alliance, LLC (BEA), Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from prospective offerors to establish the United States High Performance Research Reactor (USHPRR) Project commercial casting capability required for reactor conversion from high-enriched uranium (HEU) fuel to low enriched uranium-molybdenum (LEU-Mo) fuel production. The existing ingot process is to down-blend HEU feed with depleted uranium (DU) and molybdenum (Mo) in a double-casting operation using existing vacuum induction melting furnaces to achieve specified uranium and molybdenum uniformity levels. The Reactor Conversion program is seeking a commercial supplier for the LEU-Mo alloy while significantly improving process yields and the ability to direct recycle casting scrap materials. The major process steps to be established by the Reactor Conversion LEU-Mo Casting Capability are: •· LEU will be provided to the commercial supplier in ~250 gram pieces delivered in appropriate shipping casks. •· The commercial supplier will be capable of receiving, storing, and handling the LEU feed stock. •· The commercial supplier will procure molybdenum to blend with the LEU during the alloying process. •· The commercial supplier will be capable to melt the LEU and Mo to achieve a uniform LEU-Mo alloy. •· The commercial supplier will be capable to cast the LEU-Mo alloy into a ingot sized to accommodate the suppliers casting process, criticality limits, and suitable for subsequent processing. •· The commercial supplier will be capable to perform breakdown rolling of the ingot into a slab and subsequent cutting of the slab into smaller components called a billet with approximate final product size of approximately 10" x 5" x 0.200". •· The commercial supplier will be capable to perform routine dimensional and other non-destructive testing/inspection of the final billet. •· The commercial supplier will be capable to collect, store, and recycle casting and cutting scrap to minimize process waste. •· The commercial supplier will be capable to perform chemical analysis on samples including U isotopics, Mo content and other impurity content. •· The commercial supplier will be capable to meet an annual production of approximately 3,000 kg LEU-Mo alloy in billet form delivered (~2,000 billets/year). •· The commercial supplier will be capable to store, package, and deliver the LEU-Mo billets to a designated LEU-Mo fuel fabricator using approved shipping containers. • II. RELEVANT CONSIDERATIONS In response to this EOI, interested firms shall submit a qualification package demonstrating compliance to the following criteria: •· Currently holds a Nuclear Regulatory Commission (NRC) license to process high assay LEU (19.95% U-235), and DU material. •· Experience with uranium and uranium alloy casting, including a brief discussion of any existing capabilities to perform any of the processing steps outlined above. •· Existing physical facilities (i.e., new building and infrastructure is not required) including a brief discussion of required upgrades to existing capabilities/infrastructure to perform the scope of work. •· Currently maintains an established/implemented quality assurance program, which meets the applicable requirements of the American Society of Mechanical Engineers (ASME) NQA-1-2008/a1-2009 addenda. •· A rough order of magnitude "budgetary" price for delivery of such a LEU-Mo alloy casting and billet production capability, including (1) process development work, (2) purchase, installation, start-up, and training to operate the production systems, and (3) price/billet at 1,000/year and 2,000 billets/year. •· A rough order of magnitude schedule that would support the project schedule requirement to deliver approximately 1,000 billets/year by 2024, and approximately 2,000 billets/year by 2027. •· If a team is required to perform the scope of work, evidence that teaming partner agreements are in place including a brief discussion of roles and responsibilities with a team. • III. SUBMITTAL Interested firms shall submit a qualifications package via e-mail to Elise Miller, Contract Specialist, by close of business on May 1, 2018. Sufficient written information must be included that confirms the responder's qualifications as a potential offeror under the request for proposal (RFP). Note that qualification package must be no more than five pages in length. Only potentially qualified offerors will receive the RFP for this procurement.
