- The Ouachita and Ozark-St. Francis National Forests have an ongoing requirement to complete various construction projects on forest system roads as detailed in the Solicitation/Request for Proposals. The solicitation will result in Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) on the basis of technical capability, experience, past performance, and price as best meets the needs of the Government. These contracts will have a base period, which runs from award through June 30, 2020, and one three-year option period, which if exercised could extend contract performance through June 30, 2023. There is no guarantee that any options will be exercised by the Government. Individual task orders will be competed among MATOC awardees. The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The primary North American Industry Classification System (NAICS) code is 237310 and the small business size standard is $36.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service. All Offerors shall be registered at the System for Award Management ( www.sam.gov ) to be eligible for award. The solicitation for this project will be available only through the Federal Business Opportunities website www.fbo.gov. All questions pertaining to this solicitation must be submitted in writing to Jay Tobin at jtobin@fs.fed.us. The anticipated date for issuance of the solicitation is May 2, 2018. The actual due date for proposals will be identified on the solicitation. The Government is planning a pre-bid/pre-proposal conference; it will be held at the Arkansas Procurement Assistance Center, 2301 S. University Ave #110, Little Rock, AR 72204 on May 9, 2018 at 1:00 PM. Although attendance is not mandatory, prospective offerors are highly encouraged to attend.
