Description
Pre-solicitation Notice for the Construction of South East Power System (SEPS) Completion Phase II and North East Power System-SEPS (NEPS-SEPS) Connector Substations To All Interested Parties: This pre-solicitation notice serves to notify interested parties of the United States Government, represented by the U.S. Agency for International Development (USAID)/ Afghanistan Office of Acquisition and Assistance (OAA) intention to release a full and open solicitation no later than fourth quarter Government Fiscal Year 2018. Anticipated Activity Description A. SEPS Completion Phase II Through SEPS Completion II, USAID will rehabilitate the power grid in southern Afghanistan between Kandahar and Kajaki, including 114 kilometers of new high voltage transmission lines along with new or improved substations and switchyards. South East Power Systems (SEPS) Completion II shall comprise of; (1) 110 kV transmission line from Kandahar East to Kandahar Breshna Kot ( Approximately 18km), Kandahar Breshna Kot to Pushmul (Approximately 28km), Pushmul to Maiwand (approximately 37 km) and Sangin North to Kajaki Hydroelectric power plant (approximately 31 km) including Three-way switch taps at Sangin North, Kandahar Breshna Kot, Pushmul, and Maiwand substations and (2) the installation of electrical and switchgear equipment at 110/20 kV Sangin South, Sangi North and 13.8kV/20kV Kajaki Substations, 20kV Tangi, 110kV Kajaki switchyards including installation of additional bays in Kandahar Breshna Kot and Durai Junction substations, representing the overall SEPS Completion project to improve the reliability and availability of electric power in Southern Afghanistan. B. NEPS-SEPS Connector Substations USAID will construct for up to five substations along the NEPS-SEPS Connector transmission line, which is currently under construction by DABS. This component of the NEPS-SEPS will connect Qarabagh to Kandahar East five (5) Substations. The 5 substations comprises of (i) 220/20kV substations at Qarabagh, (ii) Muqur, (iii) Shah Joy, (iv) Qalat and (v) Kandahar East. This component consists of the planning, design, and construction of substations at Kandahar East, and Qalat with the option for planning, design and construction of up to three substations to be located at Shahjoy, Muqur, and Qarabagh. Including Reactive Power Compensation (RPC)/ Static VAR Compensation (SVC) installations in existing Chimtala, Sayedabad and Ghazni substations. The new infrastructure will improve quantity, quality, and reliability of power transmission from Kajaki Dam to Kandahar and Kabul to Kandahar.
