- Request for Information (RFI)/Sources Sought: MH-60S Externally Mounted Gun System (EMGS) DEMO INTRODUCTION The Naval Air Systems Command (NAVAIR), in support of PMA-299 H-60, announces its intention to hold a demonstration for an Externally Mounted Gun System (EMGS) capability on the MH-60S helicopter. DISCLAIMER THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to award a contract as a result of this announcement. Further, the GOVERNMENT is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the expense of interested party. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website. It is the responsibility of the potential offerors to monitor this website for additional information pertaining to this requirement. INFORMATION PROVIDED HEREIN IS SUBJECT TO CHANGE AND IN NO WAY BINDS THE GOVERNMENT TO SOLICIT OR AWARD A CONTRACT. PROGRAM BACKGROUND Currently, the MH-60S is configured for either Search And Rescue (SAR) or Surface Warfare (SUW) defensive air patrol due to the limitations imposed by Crew Served Weapons (CSW) being mounted in the cabin. Demand calls for the MH-60S to be capable of persistent SUW defensive air patrol while maintaining SAR capability. An externally mounted gun system has been identified as a potential material solution to meet the demand. ELIGIBILITY The Government desires a demonstration of an externally mounted gun system that will interface with both the port and starboard sides of the MH-60S. It must be compatible with Active Vibration Control System (AVCS) and non-AVCS aircraft. ANTICIPATED PERIOD OF PERFORMANCE September 2018 REQUIRED CAPABILITIES The demonstration will take place onboard NAS North Island, CA. To conduct the demonstration, the EMGS must fit on the MH-60S without modification and must mount concurrently with the existing Active Vibration Control System (AVCS). The demo will consist of a ground FIT check of both the GAU-21 and GAU-17. Only the GAU-21 will require an in-flight live fire demo (there are no provisions to power the GAU-17 in flight). The fit check will be for both port and starboard sides of the aircraft, with and without the Extended Weapon Station (EWS). The flight check will be without the EWS. All costs associated with this demonstration will be solely at the expense of the interested party. All selected vendors will be required to sign an agreement outlining the terms and conditions associated with this demonstration. The vendor must bring an existing system. There will not be advanced access to the aircraft to design the system. Any data, pictures, etc. resulting from the effort belong to the US Government. The following are required capabilities for the system: •1. Field of fire limited to maintain minimum safe clearance between the projectile and any part of the aircraft or attached store. •2. Only tools in the US Navy inventory may be used. •3. No structural modifications to the aircraft. •4. The mount must provide the ability to stow the gun for carriage sufficient to maintain secure carriage throughout the flight envelope. •5. The system, and the gun mounted on the system, must not interfere with the cabin and cockpit door. •6. Crash loads for the entire gun installation structure and at the airframe attach points both with and without external carriage of a 1000 lb store installed on the external store station: •o Longitudinal 9g forward/4.5g aft •o Lateral +/-3.75g •o Vertical 9g down/2.25g up •7. The system with and without all possible external store loadout configurations (up to and including the 1000 lb store) shall exhibit no modal frequencies within +/-10% of the Main Rotor (MR) 1/rev, 4/rev and 8/rev forcing functions throughout the entire MH-60S flight envelope. A Technical Library of information directly related to the requirements of this demonstration is available to all qualified participants. Distribution of data contained in the technical library to subcontractors, team members, partners, suppliers and/or vendors shall be the responsibility of the contractor that was granted access and shall be limited to a "need to know" basis. All guidance contained herein with regard to handling, distribution and destruction of the data shall be flowed down to all subcontractors, team members, partners, suppliers and/or vendors. The contents of the technical library will be distributed to qualified participants in the demonstration via ARMDEC ( https://www. amrdec.army.mil). Those who take receipt of any library data shall comply with all laws, export controls, and distribution statements associated with the data contained on the AMRDEC deliverable. This program includes information that is export-controlled. Additional requests for technical library data beyond the initial disclosure must be in writing and must contain a certified copy of DD Form 2345, Military Critical Technical Data Agreement. To request a copy of the technical library via ARMDEC, send company name, company physical mailing address, CAGE Code, point of contact information (name, phone number, and email address), and a certified DD Form 2345 to: Ms. Brittany Reynolds at brittany.s.reynolds2@navy.mil. SUBMISSION INFORMATION It is requested that interested businesses submit to the contracting office (1) a summary outline and a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the service listed under the required capabilities. This documentation must address at a minimum the following: •1. Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. •2. Company profile to include number of employees, annual revenue history, office location(s), Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office location, CAGE code, DUNS number, etc. •3. Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract numbers and values, Government point of contract with current telephone number, and a brief description of how the referenced contract related to the services described herein; •4. Management approach to staffing this effort with qualified personnel; •5. Statement regarding capability to obtain the required industrial security clearances for personnel; •6. Outline the type of work has your company performed in the past in support of the same or similar requirement? •7. Provide information in regard to the specific technical skills your company possesses to ensures capability to perform the tasks? •8. If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in required capabilities. •9. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. •10. Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. •11. State ammo capacity for GAU-21 and GAU-17. •12. State crash loads limits of existing gun mount system. •13. Electrical drawings, including wiring schematics and analysis of electrical power requirements. •14. Three view mechanical drawings (to include materials and coatings). •15. Location of gun mount, ammo can, feed chute and ejection chute with respect to the aircraft. •16. Bill of Materials. •17. Weight and Balance data including, but not limited to: center of gravity, weight, pitch Moment Of Inertia (MOI), yaw MOI, and roll MOI. •18. Qualification certifications of the system, if applicable. •19. User manuals and maintainer publications with, but not limited to: installation, troubleshooting, maintenance, loading, unique emergency procedures, operating procedures, ammunition feed process, and installation/removal time. •20. List of system support equipment for installation and operation. Your response to this RFI, including any capabilities statement, shall be electronically submitted via email to the Contracting Officer, Brittany Reynolds at brittany.s.reynolds2@navy.mil in either Microsoft Word or Portable Document Format (PDF). The deadline for response to this request is 4:00 p.m., Eastern Standard Time, 18 May 2018. All data received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. All questions must be submitted via e-mail. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to these RFI.
