Description
This procurement is being issued on an unrestricted basis for full and open competition. Source selection procedures will be used to award an indefinite-delivery indefinite-quantity (IDIQ) type contract with firm fixed price (FFP) line items for airfield paving requirements at various U.S. military installations in Guam. The contract shall provide for the construction, alteration, repair, and maintenance of asphalt and concrete pavements which include, but are not limited to, the following areas for airfield runways, helipads, landing lanes, taxiways, taxilanes, aprons, ramps, pads, towways, shoulders, overruns, turnarounds, blast protective areas, hardstands, hoverpoints, washrack areas, roadways, aircraft and vehicle parking areas, and their associated facility, such as, but not limited to, concrete sidewalks, curbs and gutters, guardrails, ditch, drainage pipe, traffic striping, pavement marking, and related work. Other projects may include work for the construction, alteration, repair, and maintenance of roads, streets, highways, alleys, parking areas, and associated facilities. The contract term will be a base period and four (4) option periods of 12 months each for a total maximum duration of 60 months. Task orders will range between $10,000 and $5,000,000. The maximum dollar value, including the base period and all options, is $90,000,000. The resulting contract will include a task order in the amount of $10,000 as a minimum guarantee for the base period only. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is determined to provide the best value to the Government, price and other factors considered. The North American Industry Classification System code (NAICS) is 237310, Highway, Street, and Bridge Construction, with an annual size standard is $36.5 million. Interested firms are encouraged to view and download the solicitation at https://www.neco.navy.mil when it becomes available on or about 02 May 2018. The due date for receipt of proposals is approximately 30 calendar days from the date of issuance of the solicitation. All interested offerors shall register at the website.
