- Site visit and due dates changed from previous solicitation. This is a combined synopsis and solicitation for the following requirement: Tye LZ Tree Removal (See Attachment 1, Tye LZ Tree Removal Bid Schedule, Attachment 2, PWS, Attachment 3, Wage Determination, See Attachment 4, Tye LZ Tree Removal Map Area). Estimated Period of Performance: The period of performance shall be 21 calendar days with 3 allowable weather days. The period of performance shall start on 6 August 2018 (but is flexible), to allow nesting birds to vacate nests (BASH program). If an active nest is discovered the Contractor will contact 7 CES. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), on RFQ Dyess Tye LZ Tree Removal - Area 2. The solicitation number is FA4661-18-Q-0081. Quotes will be evaluated and an award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards in accordance with FAR 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 effective 06 Nov 2017, DFAR DPN 20180323 effective 23 Mar 2018, and AFFARS AFAC 2017-1003 effective 03 Oct 2017. All firms or individuals responding must be registered with the System for Award Management (SAM) IAW FAR 52.204-7. This procurement is being issued as a woman owned small business set-aside. North American Industrial Classification Standard 561730, Size Standard $7.5 Million, applies to this procurement. The service will be performed at Dyess AFB, TX. Offer Due Date: Quotes are required no later than 10:00 AM CST, 3 May 2018. Instructions to Offerors: 1. Pricing Proposal: Complete Tye LZ Tree Removal Pricing Sheet (Attachment 1), and return with your quote. 2. Technical Proposal a) submit technical proposal as dictated in the technical factors in provision 52.212-2 b) Provide completed Reps & Certs IAW FAR 52.212-3, or indicate in your quote that you have completed them on www.sam.gov. 3. All quotes must be received electronically. All quotes must be completed in all Tabs on the excel spreadsheet "Tye LZ Tree Removal Quote" (Attach 1) and emailed to Mr. Damon Ware via email at damon.ware@us.af.mil and Mrs. Erika Thornton at erika.thornton.3@us.af.mil. 4. Offerors will be required to provide proof of valid state drivers' license for all vehicle operators, as well as current vehicle registration and proof of insurance after award is made. Site Visit Information A site visit will be held on the following date/time: 26 April 2018/ 9:00 A.M. The meeting location for contractors will be at the main front gate of Dyess AFB, TX, at the intersection of Arnold Blvd and Dub Wright Blvd, Abilene, TX, at the Dyess Visitor's Center on 26 April 2018 at 08:30 A.M. (CST). 7 CES personnel will accompany all attending to the locations requiring tree removal services. The Visitor Control Center is considered a high congestion area. Please bring all required paperwork (i.e., valid driver's license, car insurance, and valid car registration) and arrive with adequate time for processing. Only one site visit will be conducted and offerors or quoters are urged and expected to inspect the site to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award All interested parties must send an email to the Contract Administrator listed below stating the name and telephone number of all individuals to be in attendance. All questions pertaining to this requirement must be submitted and received no later than 10:00 a.m. (CST), 30 April 2018.
