Description
Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers, Portland District intends to negotiate/award a sole-source, Firm-Fixed Price contract with Oregon State University (OSU). The purpose of this acquisition is to assist with nearshore data collection at the Mouth of the Columbia River (MCR). An Argus Beach Monitoring System (ABMS) will be operated at the North Head to monitor the wave environment and changes to the nearshore berms and jetties. The data and monitoring supports the long-term implementation of the MCR Regional Sediment Management Plan, as well as providing real-time conditions of the Federal Navigation Channel, North Jetty, Jetty A, Shallow Water Site, and North Jetty Site. Data analysis allows the Corps to track the sediment movement in the nearshore environment. Accretion and Erosion levels on Benson Beach allow the Corps to plan O&M activities, including pump-ashore dredging projects and Jetty repairs. OSU will provide data collection services utilizing Argus Beach Monitoring Systems at the Mouth of the Columbia River (MCR) and Coos Bay, Oregon. Argus Systems use images and data processing to derive measurements of shoreline and coastal barline evolution over time. cBathy operation and collections will include estimated bathymetry evolution and nearshore currents and circulation. Argus informs the Portland District of sediment transport in nearshore dredged material disposal sites, and helps implement the Regional Sediment Management Plan at MCR. In addition, it helps track the erosion and accretion on beaches adjacent to our jetties at Coos Bay and MCR. At Coos Bay the Argus will monitor a number of parameters, including potential sediment transport from a nearshore disposal site into the Federal Navigation Channel, erosion and accretion on the North Spit and Log Spiral Bay adjacent to the North Jetty, and potential wave features. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 518210 Data Processing, Hosting, and Related Services. The size standard as defined by the U.S. Small Business Administration is $32.5 Million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency to the contracting officer before the notice end date. If no affirmative written responses are received by 08:00 AM Pacific Daylight Time on May 03, 2018 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
