Description
Notice of Intent to Sole Source-Soil Delineation and Excavation of PCB Contamination, Former Walter Reed Army Medical Center This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is Far 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." United States Army Corps of Engineers (USACE), Baltimore District intends to sole source the procurement for Environmental and Construction Services for Soil Delineation and Excavation of PCB Contamination at the Former Walter Reed Army Medical Center, Washington, D.C. to Kemron Environmental Services (Kemron). Services were being performed under Contract No. W912DR-12-D-0008-0004 which expired on 02 April 2018, prior to the completion of work. The following services require completion: • Clear existing debris and standing water from transformer vault at BLDG 1 East; • Removal and disposal of transformer and vault at BLDG 88; • Delineation of PCB contaminated soils around former transformer vaults; • Excavation of contaminated soil, removal of concrete associated with vaults, and backfilling with clean soils. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that award will be made, within approximately forty-five (45) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. The approved Justification and Approval, (J&A), for this new contract will be posted following the closure of this notice. Response Date: 2:00 p.m. EST May 3, 2018.
