NOTICE OF INTENT TO SOLE SOURCE Page 1 of Page 1 of The Department of Veterans SAO West NCO 19, Rocky Mountain Acquisition Center (RMAC), 6162 S. Willow Drive, Suite 300, Greenwood Village, CO 80111 intends to enter into sole source Purchase Order Agreement authorized by FAR 13.106- 1(b), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Under the authority of FAR 13.106-1(b), the Department of Veterans Affairs intends to award a sole source purchase order to Aesynt Incorporated, 500 Cranberry Woods Drive Cranberry Township, PA 16066 ( Aesynt ) a large business ( LB ). The associated North America Classification Systems (NAICS) Code is 511210 and the Business Size Standard is $38.5 million. The contractor shall provide the Rocky Mountain VAMC, 1700 N. Wheeling Street, Aurora, CO 80045 with the Pharmacy Camera System. This requirement is for the following items: Omnicell -IVX Workflow Hardware & Implementation; Omnicell - IVX Workflow Maintenance; Omnicell IVX Cloud Implementation; IVX LH7; Omnicell - IVX Cloud Yearly License; and Omnicell - IVX Cloud Yearly License. It was determined, that the circumstances of the contract action deem only one source reasonably available. Based on the requirements of the Rocky Mountain VAMC and the fact that the impending procurement of items described above must be designed to be compatible for use with the existing interface and Omnicell Automated Medication Management Systems (OAMMS) equipment installed at the RMRVAMC Aesynt is a suitable sole source vendor for this requirement. The cost involved in achieving compatibility with another manufacturer would exceed the technical personnel resources available and create substantial duplication of cost to the Government not expected to be recovered through competition. The Requesting Service will continue working with the Rocky Mountain VAMC in conducting Market Research for similar technology. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than 7:00pm Eastern Time, April 25th, 2018. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government. All Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to this notice must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry (located at http://www.vetbiz.gov) to be considered as a company doing business in the said socioeconomic category.
