Description
Amendment 1 Site Visit 25 April 2018 10:00am Local Time Picatinny Arsenal Visitors Center. This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation. Quotations are being requested and a written solicitation will not be issued. A firm fixed price purchase order is anticipated. Quotations must reference no. W15QKN-18-R-1043. The NAICS code is 327991. The Government has a requirement for a source to construct a stone memorial for fallen NJ service members. Description: The US Army Contracting Command New Jersey (ACC-NJ) on behalf of the US Army Garrison, Directorate of Public Works, Picatinny Arsenal, NJ 07806-5000 is seeking a source to design (base award CLIN) and construct (Option 1 CLIN) a memorial for fallen New Jersey Service Members who have made the ultimate sacrifice fighting the global war on terror in support of the Overseas Contingency Operations beginning 7 October 2001 and ending on 31 December 2014. The memorial will be located on a site of approximately 900-1400 square yards at Picatinny Arsenal. The US Army Contracting Command is seeking a company to design/build this monument. The vision of the Installation is to construct a permanent stone monument blending the names of 174 fallen service members into the design. The monument should coexist with the surrounding topographic land features naturally. It is expected the design would include appropriate 24 hour lighting of the memorial. Power will be brought to a disconnect point at the site, or an alternative type of lighting can be included in the proposal. A site inspection will be conducted on 17 April 2018, at 1:00 pm local time, at the Picatinny Arsenal Visitors Center. Proposals will be due on 07 May 2018 and shall include the following: a. An artist rendition of the proposed monument. b. A description of the construction material proposed. c. Details of the lighting system proposed. d. Timeline for completion of the monument. e. Total separate costs for the design (CLIN 0001) and construction (OPTION CLIN 0002) of the monument. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: -1. Technical Capability/Experience to include: material being proposed, the sustainability of the monument, and the ability of the design to blend into the landscape. -2. Price. The technical factor is significantly more important than cost or price.
