- The USPFO for Ohio Purchasing and Contracting Office, intends to issue an Invitation for Bid (IFB) to award a single firm-fixed-price contract for Project No: NLZG029199- Renovate Hangar 885 at Rickenbacker Air National Guard Base (RANGB), Columbus Ohio. This project includes entire building renovation (90,000 SF) to include new architectural layout, new finishes, new mechanicals systems, electrical systems, new lighting, modifications to the existing high expansion foam system and new plumbing. Minor exterior site improvements will be required along with a new electrical service to the building. BRAND NAME: This project also includes certain Brand Name specific components. A justification will be attached to the IFB and posted with the issuance of the Solicitation in FBO. The Brand Name products included will be; Monaco Fire Alarm System and ProjectMates project tracking system. The contract duration is 540 days after Notice to Proceed (NTP). The magnitude of this project is between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) code for this work is 236220. This project is 100% set aside for Small Business. The size standard is $36,500,000 annual revenue for the previous three years. The facility is located at the 121st ARW, Rickenbacker Air National Guard Base, Columbus Ohio. Your attention is directed to FAR Clause 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the offeror/Contractor agrees that in performance of the contract the concern will perform a least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 18 May 2018. The tentative date for the pre-bid conference will be listed in the solicitation. Interested Contractors are encouraged to attend and follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted three (3) days prior to date of the conference posted in the solicitation via email to: mark.h.miesse.civ@mail.mil and curtis.l.deck.mil@mail.mil. The bid opening date will be scheduled for on-or about 30 days after the soliciation is posted to FBO (actual dates and times will be identified in the solicitation). Interested offerors must be registered in the System for Award Management (SAM) with DFAS Representations and Certifications completed, in order to receive a contract from any DOD activity. Contractors may access the SAM website at: https://www.sam.gov/portal/public/Sam/ to register and/or obtain information about the SAM program. You will need a DUNS number to register. Instructions for registering are on the web page. NOTE: The General Services Administration (GSA) has implemented a new security measure (effective immediately) in the System for Award Management (SAM) which requires every *NEW* contractor registrant to provide a written, notarized letter confirming the entity's Administrator that is authorized to register the entity in the SAM database, or to make changes to its registration. The notarized letter is required BEFORE GSA will activate the entity's registration. The notarized letters must be postal service mailed (not emailed or faxed) to the: FEDERAL SERVICE DESK, ATTN: SAM.GOV REGISTRATION PROCESSING, 460 INDUSTRIAL BLVD, LONDON, KY 40741-7285 and must contain the information outlined in the posted FAQ at: https://www.fsd.gov/fsd-gov/answer.do?sysparm_kbid=d2e67885db0d5f00b3257d321f96194b&sysparm_search=kb0013183). The solicitation with associated information and the plans and specifications will be available only from the Federal Business Opportunities website (FedBizOps) at https://www.fbo.gov/. FedBizOps is a web-based dissemination tool designed to safeguard acquisition-related information for Federal Agencies. Interested bidders/offerors must register with FedBizOps before accessing the system. (Please note the registration for access to the secure site takes approximately 15-30 business days. PLAN ACCORDINGLY). Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOps home page and search for data. Amendments, if/when issued will be posted to https://www.fbo.gov/ for electronic downloading.
